Background

The Communications Officer works in close collaboration with the DPG Joint Working Groups (JWGs), the Effective Development Cooperation Task Force (EDCTF), the DPG Pooled Fund project implementation partners (Ministry of Finance and Ministry of Planning and Development), international and local media, subject matter experts, multi-lateral and bi-lateral donors and civil society to ensure the successful implementation of the DPG’s communication strategy.

Duties and Responsibilities

Ensures development and implementation of DPG Communication Strategy focusing on achievement of the following results.

  • Develops and regularly updates DPG Communication Strategy based on development in the aid environment and architecture, including a supporting work plan and budget.

  • Ensures effective design and implementation of the DGP publication plan.

  • Establishes close working relationships with DPG member agencies with a view to identify communication synergies.

  • Provides advice to Secretariats of DPG Joint Working Groups for the development of their communication plans.

  • Assists the technical working groups and member agencies with joint DPG advocacy activities, including support to public events, launching ceremonies, celebrations, visits of HQ officials, organization of field visits, workshops and communication advocacy initiatives related to global initiatives.

  • Explores and recommends ways in which the DPG can support popular, cultural, sporting or other events that draw attention to Ethiopia’s needs and the role that the DPG is playing.

  • Establishes links with other similar donor coordination mechanisms existing in and out of the country.

  • Gains insights from other countries experience to promote and publicize SDGs implementation and how donor coordination mechanisms are supporting such efforts.

    Ensures effective outreach activities achieving the following results.

  • Gains familiarity with the communication and media environment in Ethiopia.

  • Develops a database of key local and international media contacts.

  • Shares and responds to requests for information and assistance in a timely manner.

  • Monitors international and local media and shares development cooperation related topics with DPG members.

  • Develops press releases on priority areas identified by the DPG.

  • Prepares written materials including speeches, talking points, articles, press releases on and responses to coverage about the DPG in the media.

  • Promotion and dissemination of advocacy materials for launching joint initiatives, JWG events and publications.

  • Promotion and maintenance of public information on national development including DPG’s development cooperation to implement the national priorities and Sustainable Development Goals (SDGs).

  • Promotion and dissemination of advocacy materials for launching joint initiatives, JWG events and publications.

  • Organization of round-table discussions, press conferences, briefing sessions, interviews, launches, etc.

  • Supports the organization and implementation of DPG events and meetings.

  • Ensures access to journalists to subject-matter experts and DPG Co-chairs where applicable.

  • Drafting/production and packaging of regular updates and policy issues to DPG members in collaboration with EDCTF, JWGs and DPG Secretariat.

    Management of the DPG online platforms, including website and social media channels

  • Supervise the design and maintenance of the DPG website.

  • Regularly prepare content for the website and social media platforms, including through coordinating with DPG members and bodies to gather the latest information from working groups and agencies.

  • Day to day management of the DPG website, social media accounts, and knowledge information sharing platforms for internal use of the DPG technical working groups.

  • Facilitate knowledge management by:
    collecting and consolidating information and documentation from different bodies of the DPG (and their respective sectors) on their activity, organizational set up, objectives, achievements and challenges, and develop a comprehensive repository of materials to be made available through online channels.

  • Package identified lessons learned into synthesis of best practices and other knowledge products to reflect on DPG goals and activities.

  • Provide sound contributions to knowledge networks and communities of practice including Joint Working Groups.

  • Facilitate the creation of knowledge sharing forums and platforms.

  • Provide training and advice to DPG Secretariat and JWG’s communication focal
    points on internal and external communication strategies to promote policy dialogue for effective development cooperation.
    4.Ensures creation of strategic partnerships

    Cultivates and maintains effective working relationship with Government, civil society organizations and other relevant partners and identifies opportunities for advocacy and communication partnerships, based on strategic goals of UNDP, country needs and donors’ priorities.

  • Establishes links with other similar donor coordination mechanisms existing in and out of the country.

  • Gains familiarity with efforts to promote and publicize the PRSP/MDGs in other countries and how donor coordination mechanisms are supporting this, and shares insights relevant to Ethiopia.

    Assists the work of the DPG Secretariat

  • Identifies opportunities for DPG staff to improve their communications skills.

  • Advises on communication aspects of the office and contributes to the development of office documents such as minutes of meetings and events, and different types of reports quarterly and annual project progress reports, etc.

  • Advises the Secretariat on steps required and opportunities to raise awareness of the National Development Plan and other key planning frameworks and development initiatives in Ethiopia among stakeholders, and of the contribution of DPG to the objectives of the plan.

  • Undertakes other assignments as per the direction of the Head of the DPG Secretariat.

  • Digital & Innovation: social media: Knowledge of social media and ability to advise the use of social media for development outcomes.

    Required Skills and Experience

    Education:

  • BA or master's degree in media relations, journalism, publishing

    Experience:

  • Relevant experience minimum of 4 years with Bachelor and 2 years with Masters at the national or international level in public relations, communications, advocacy.

  • Experience in management of websites, social media and knowledge management platforms.

    Required skills.

  • Experience and track record of engagement in developing communication strategy.

  • Knowledge of and experience in managing a website.

  • Experience in managing social media platforms and facilitating online discussions.

  • Knowledge and experience in preparation of reports, press releases, speeches, talking points and articles.

    Desired skills in addition to the competencies covered in the Competencies section.

  • Experience in engaging with the media, arranging interviews and promoting/disseminating materials for launching joint initiatives, events and publications.

    Language

  • Fluency in English and local language of the duty station. Other official language of the UN will be desirable.
