Organizational Context

This role is located in the Addis Ababa, Ethiopia Country Office (CO). While Ethiopia’s goal of achieving middle-income status by 2025 continues to shape policies, institutional arrangements and investment strategies, some macrolevel economic, environmental and political perspectives have shifted or been intensified, opening new areas for attention and action.

Humanitarian needs are high and expected to remain so over the medium term owing to chronic hunger and food insecurity, vulnerability to climate shocks, pest and disease outbreaks, potential conflict, persistent inequalities and the presence of large numbers of refugees.

The 2020-2025 WFP Ethiopia’s country strategic plan is based on WFP’s recognized strengths and on strong strategic and operational partnerships with the Government, private sector entities, non-governmental organizations and other United Nations agencies.

While the bulk of operations continue to address the immediate short-term needs of refugees, internally displaced persons and other food-insecure and undernourished people, there is a gradual expansion and intensification of resilience and livelihood diversification initiatives at the humanitarian–development–peace nexus.

The Role

As Senior Programme Policy (PPO) and Head of Programme (HoP), you will lead the CO emergency and resilience (SH farmer support, climate change adaptation, pastoral resilience, SF, SP) and capacity. You will also, supervise SO/Act Managers, CBT, gender/protection/AAP, Operational Partnerships. The HoP is a key position in Ethiopia CO, leading both the saving life and growing changing life agenda.

Key Accountabilities (not all-inclusive)

  • Formulate WFP-wide programme policies and guidance in line with both organisational strategy and the practical realities of operating in the field; or translate WFP-wide programme policy into Regional/Country level practices and implementation modalities and operations, to ensure alignment between HQ and field operations enabling effective delivering of food assistance.

  • Provide advice and support to a large number of COs operating in a variety of contexts, to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.

  • Provide solid technical and managerial leadership on a broad range of strategically important and complex policy and programme issues (including assessment and analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of strategies) to support government efforts to reduce hunger and malnutrition.

  • Assist senior stakeholders of governments and other partners in identifying where food assistance can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of food assistance programmes to strengthen government and community ownership and effectiveness of food security and nutrition programmes at global, national and sub-national levels.

  • Identify, develop and nurture strategic and operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.

  • Enhance WFP’s leadership status in different forums on subjects related to food security, nutrition, livelihoods, resilience, engagement in humanitarian,
    transition and development contexts and other related issues, through direct participation and/or through briefings, information products and other materials.

  • Monitor and oversee operational research and evidence building on issues relevant to food assistance to advocacy for WFP and to strengthen policy and programme formulation.

  • Monitor and oversee preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use to present a consistent picture to internal and external stakeholders and enable informed decision-making.

  • Advocate for resources for a broad portfolio of WFP projects, including clearly articulating the need for food assistance and related programme opportunities, and follow up on the resource situation of projects including commodity and cash availability.

  • Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner to design and deliver effective food assistance programmes.

  • Lead, motivate and develop a large and complex team of professionals to enable high performance.

  • Ensure the best use of assigned financial resources for achievement of set objectives.

  • Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.

  • Contribute to CO Emergency Preparedness i.e. early warning, risk analysis, and contingency planning in order to respond to humanitarian crises and needs.

  • Other as required.

    Qualifications & Key Requirements

    Education:

  • Advanced university degree in International Humanitarian Law, International Human Rights Law, International Affairs, Economics, Social Sciences or other field relevant to this position, or first university degree with additional years of related work experience and/or trainings/courses.

    Experience:

  • At least eleven (11) years of progressively responsible professional post graduate experience relevant to the field is required.

  • Proven experience in managing teams effectively.

  • Demonstrated experience in developing and managing partnerships.

  • Experience in designing and implementing food systems interventions.

  • Strong analytical, written, communication, and networking skills.

    Language:

  • Fluency (level C) in English language.
    Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or Portuguese (A WFP’s working language).

    More About You

  • Proven experience in leading multidisciplinary teams.

  • Demonstrated experience in designing and managing operations.

  • Experience in shaping operational strategies and partnerships at the country level.

  • Prior experience in leading programs in a country or region.

  • Strategic managerial experience is essential.
