The organization has the global footprint, deep field presence and local knowledge and relationships necessary to provide access to food and contribute to lasting solutions, especially in many of the world’s most remote and fragile areas.

Responsibilities

  • Analysis: Using secondary data, and in collaboration with technical lead staff in the Country Office(CO), and Area Office (AO) undertake a thorough analysis of household and community livelihoods strategies, and the factors that help to bolster the resilience of those communities, both host and refugee, in the host districts b) In collaboration with relevant CO and AO technical staff, design and lead a qualitative research exercise with households, communities and key informants to understand the factors that contribute to a resilient livelihoods in host and refugee communities, and to inform programme design to support and enhance those resilience strategies
  • Regional assessment: Conduct a political economy analysis of livelihoods support and social protection in the region to identify the opportunities and threats to the success of the approach and undertake a review of livelihoods, social protection and market options available in the region;
  • Programme implementation and partnership: Provide technical support for the implementation of the menu of resilience and social protection programmes currently, or about to be, implemented in Northern Uganda; develop a partnership and
    support approach for relevant line department officials responsible for livelihoods development in the District
  • Local Governments (DLG) of the host districts; in partnership with sister UN agencies (in particular UNICEF and FAO), and with the support of relevant CO and AO technical staff, develop approaches to the support of DLG for the implementation of existing and new livelihoods and social protection measures for the host and refugee populations of the two sub-regions; In collaboration with implementing partner and collaborating NGOs, monitor the management and delivery of livelihoods support programmes funded by WFP or its donors.
  • District Local Government (DLG) engagement: Further improve the effectiveness of the Social Protection programmes in the DLGs to foster investment by poor families in human capital accumulation and develop a structured system for assisting vulnerable groups;

    Requirements

  • Advanced degree in development studies or equivalent
  • A proven track record in the design and management of emergency and development programmes with effective social protection components;
  • Strong general analytical skills;
  • Proven experience of working in partnership with government departments and/or humanitarian and development actors
  • Strong general analytical skills;
  • Demonstrable skills in livelihoods analysis, social protection and programme development;
  • A good understanding of household livelihoods strategies and their support;
  • Familiarity with resilience aand social protection frameworks, and their translation into practice;
  • Experience in donor liaison, project proposal development and donor reporting;
  • Experience in conflict and post-conflict environments.
