Background & Purpose of the Assignment

In Ethiopia, an estimated 70 percent of the population are employed in the agriculture sector (crops and livestock). In addition, much of the arable land is rain-fed with only 2 percent irrigated while with much of the cultivated land occupied by smallholder farmers (96 percent). Furthermore, an estimated 20 million people in Ethiopia require humanitarian assistance of which 9.8 million people are largely due to severe drought effects.

Ethiopia, like any other sub-Saharan country remains extremely prone to cyclic effects of climate change with impacts varying across the different regions.

WFP Ethiopia Country Office has been supporting Climate Change Adaptation interventions stemming from the Horn of Africa Risk Transfer for Adaptation (HARITA) which evolved into R4 Rural Resilience Initiative focusing on productive safety net intervention (Disaster Risk Reduction, Risk Reserves – Village Economic and Savings Groups, Prudent Borrow – Formal Credit and Risk Transfer – Insurance).

Most recently the CO with technical support from HQ developed a Satellite Based Index Insurance for Pastoralists in Ethiopia (SIIPE) to avert risk averseness of (agro) pastoralists to climate shocks that have repeatedly ravaged their livestock due to insufficient fodder and water.

The CO in close liaison with the Japanese International Cooperation Agency (JICA) supported the establishment of the National Dialogue Platform to foster increased coordination and technical collaboration among relevant stakeholders supporting agriculture risk transfer mechanisms (i.e., Weather based Index Insurance, Area Yield Index Insurance).

Through this platform and working closely with the Social Protection team, technical discussions have commenced to support the development of meso level insurance, an avenue Government of Ethiopia will leverage to manage the humanitarian needs of ultra-poor population that may not have the capacity to engage in productive interventions.

WFP Ethiopia Country Office continues to integrate the financial services, innovations, and insurance in all the existing Climate Change Adaptation Resilience Building interventions to save as key and strategic enablers.

The scale-up of transformative food systems interventions in the Ethiopia Country Office, therefore, has necessitated the review of the existing business processes that govern, and guide implementation enhance documentation and reporting of results.

Key Accountabilities (not all-inclusive)

Under the direct supervision of the Team Lead – Changing lives in close liaison with the Team Lead: Food Systems
and Agriculture Support (Smallholder Agriculture Market Support) and Team Lead: Pastoral Livelihoods and Resilience, the incumbent, will be responsible for carrying out the following tasks and responsibilities:

  • Conduct a thorough review of existing business processes and develop an inception report outlining the consultant's understanding of the assignment, proposed work plan, timeline, potential challenges or risks, and suggested mitigation strategies.

  • Support the enhancement of the crop and livestock farmer profiling leveraging the targeting tools developed in collaboration with the relevant government agencies (Agriculture and Livestock Bureaus) a. Development of hashing algorithm for beneficiary farmer information using unique identifier.

  • Development of trend analysis window under each farmer profile to show performance of farmers under each food system and resilience component including Production, Market Systems, Nutrition and Financial Empowerment.

  • Analyze the current data management practices and develop a scoping report for the proposed Management Information System (MIS) and Modules for Food Systems and Resilience (SAMS and Pastoral Livelihoods) segments.

  • Review existing Food Systems and Resilience business processes for Monitoring, Evaluation and Reporting covering the following segments: -

  • Production (Crop and Livestock)

  • Post-Harvest Loss

  • Market Systems (Commodity Aggregation, market pricing – gross margins analysis)

  • Nutrition Sensitive Elements (Value choice, nutrition education, value addition and processing)

  • Financial Empowerment (Village Savings and Loan Associations)

  • Assess data quality across all segments of the food systems and resilience program, providing recommendations for enhancing accuracy, completeness, timeliness, and relevance of the data collected and reported.

    Qualifications & Experience Required

  • Education: Advanced University degree in computer science or information technology or information management.

    Experience:

  • At least 5 years of professional experience in applied system design for food systems and resilience including agricultural value chains production, market linkages and value addition).

  • Experience in developing, establishing, strengthening, and maintaining relationships with a variety of stakeholders: governments and/or humanitarian & development stakeholders, preferably related to livelihoods and social protection programming.

    Knowledge & Skills:

  • Experience in Business Process Re-Engineering (BPR) including software and solution development

  • In-depth knowledge of standard and widely accepted business process modeling methods, techniques and tools to undertake simulations in dynamic operational environments.

  • Language: Fluency (level C) in English language.
