    Minimum Qualifications

    Education

  • Master’s degree or equivalent in Disaster Management, Agriculture, Economics, Nutrition, Development Studies, Environmental Science, International Studies, Policy Development, or related social sciences. A PhD will be an added advantage.

    Language

  • International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

    National Professional

  • Fluency (level C) in English language and the duty station’s language, if different.

    Job Purpose

  • To design and manage programmes of moderate size or complexity that effectively meet food assistance needs, or contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation.

    Key Accountabilities (not all-inclusive)

    The Lead Consultant will perform the following duties:

  • Gather, consolidate and analyze key background documents on methodologies of existing resilience framework concepts, measurement and analysis to inform the development of the RPF inception report.

  • Arrange, plan and hold consultative meeting with the stakeholders. The stakeholders will include senior staff (both technical and non-technical) from the National and County Governments, donors, United Nations, NGOs, CBOs and private sector.

  • Respond to comments by the reference group that will be formed to guide development of the framework (as per attached Concept note and TOR for consultancy).

  • Develop various drafts of the framework (see outputs below) and present them to key stakeholders for validation and to gain consensus before it is finalised.

  • Develop the final RPF document as detailed in the section on outputs and deliverables.

  • Displays ability to identify the main hunger problem at the national or subnational level to
    design and implement context-specific programmes that integrate complex analysis and the full range of food assistance tools.

    Transfer Modalities (Food, Cash, Voucher)

  • Demonstrates the ability to design, implement, monitor and provide oversight over effective and efficient programmes deploying different transfer modalities.

  • Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.)

  • Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.

    Emergency Programming

  • Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches

    Strategic Policy Engagement w/ Government

  • Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes..

    Knowledge and Skills

  • Knowledge and understanding of conceptual framework of resilience analysis.

  • In depth knowledge and good understanding of disaster (drought and non-drought) resilience concepts and livelihood systems in the Arid and semi-Arid areas of Kenya.

    Desired Experiences

  • Fifteen (15) years of relevant working experience in the field of humanitarian affairs, emergency preparedness, rehabilitation/recovery and development.

  • Demonstrated experience in policy/Strategy development.

  • Experience in working in Kenya ASALs is also an added advantage.

  • Previous experience with the United Nations and/or other multilateral, bilateral organizations and international civil society development partners is considered an asset.

  • Experience in working on Horn of Africa programmes, policies and strategies will be an added advantage.
