Job Purpose

  • To ensure effective implementation of engineering best practices, standards, and technologies across FFA activities, where these require specific engineering services or construction activities.

    Standard Minimum Qualifications

  • Education: Advanced University degree with specialization in any of the following fields: Water Infrastructure, Irrigation Engineering, Biosystems Engineering; Agricultural Engineering or Civil Engineering, or first university degree with additional years of related work experience and/or trainings/courses.

  • Language:Fluency (level C) in English language and the duty station's language.

  • Experience:Six years of professional field experience in implementing community-based development projects.Strong competence in one or more of engineering technologies:hydraulic,water infrastructure,irrigation systems,soil and water conservation structures.Experience in planning and programming engineering projects with community-based interventions.

    Key Accountabilities (not all-inclusive)

  • Provide engineering technical advice or design review on FFA asset creation activities; applying best practices, standards and keeping abreast of water harvesting innovations and engineering technologies and solutions that comply with WFP standards and processes.

  • Provide engineering technical advice to WFP Field Office staff & Cooperating Partners during the development of project proposals, design, and implementation strategy for water infrastructure projects and complex FFA activities.

  • Conduct analysis of project proposals and technical feasibility, outlining the necessary tools and materials and designing, reviewing and developing construction-related documents (feasibility study, designs, BoQ, etc).

  • Act as the focal point between SNR, WFP HQ and RBN Engineering, UN agencies, NGOs and relevant Government of South Sudan ministries and departments while supporting the Country Office in the development of country specific FFA Engineering Implementation Manuals to improve synergy and impact of the projects.

  • Review and propose activities under the FFA Assets Pillars to ensure appropriate risk management and compliance measures.

  • Lead the development and delivery of training modules (virtual and written) that include adherence to best engineering practices, standards and processes within the FFA approach.

  • Contribute to the FFA procurement strategy and processes, and lead in the preparation of materials, tools, and procurement for FFA infrastructure implementation.

  • Specialised Knowledge in Engineering: Applies advanced engineering knowledge in own area of responsibility and working knowledge of other engineering disciplines to provide technical support to operations and projects. Leads independent action and decision making in an engineering context.

  • Engineering & Project Management: Applies knowledge of construction and arbitration related law, and advanced knowledge of project planning, engineering and design management to ensure the effective delivery of complex strategic projects. Demonstrates advanced skills in monitoring complex projects, suggesting corrective actions to overcome unforseen challenges to achieving quality, time and cost targets.

    Other Specific Job Requirements

  • Registered or registrable with Engineer Boards and/or Institute of Engineers.

    Desired Experiences For Entry Into the Role

  • Field experience implementing community-based development projects

  • Experience with procurement and contract management

  • Experience working with and capacitating a diverse range of partners including government, NGOs, and community members
