    Standard Minimum Qualifications

  • University Degree in one or more of the following disciplines: Agriculture/Agronomy, Agriculture Economics, Agribusiness, or other fields relevant to international development assistance, or University Degree with additional years of related work experience.

  • Fluency in oral and written communication in English. Knowledge of the local language is added advantage.

    Organizational Context

  • These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and job holders report to a more senior Programme Policy Officer.

  • Job holders operate with a high degree of independence, manage more junior staff to ensure that programme and policy objectives are achieved in full. They are usually involved in a wide variety of programme and policy activities and analytical work, some of which may be of a considerable complexity. At this level job holders are expected to contribute to performance improvement.

    Job Purpose

  • To provide support to policy and programme activities that effectively meet food assistance needs.

    Key Accountabilities

  • Under the direct supervision of the Head of Gambella Sub-office (HoSO), the Programme Policy Officer will be responsible for providing strategic guidance and operational support to partners and other stakeholders to implement an integrated Smallholder Resilience and Livelihood Initiative that aims to increase production, productivity and incomes for smallholder farmers in the Gambella Region.

    Specific duties will include:

    • Act as the main liaison between WFP, Cooperating Partners (CPs), the Bureau of Micro and Small-Scale Enterprise, Cooperative Promotion Agency and Micro Finance Institute to strengthen Agribusiness Systems and market linkages.

    • Provide project management support for Agricultural Market Access and Linkage and financial services activities, ensuring a coordinated approach with other WFP programmes such as Refugees relief and nutrition and supply chain interventions while complying with WFP standards and procedures.

    • Promote agriculture financing through establishment of Village Savings and Loans Association (VSLAs) and facilitate smallholder farmers’ financial inclusion through training and promotion of innovative digital financial services.

    • Provide support in planning and conducting market assessments and related studies (including process and outcome monitoring) to determine the structure, conduct and performance of markets and in identifying business opportunities for smallholders and appropriate areas for intervention by WFP.

    • In collaboration with government counterparts and CPs, support the development of strategies for linking farmers to both private and public procurement opportunities and for delivering quality support to smallholders to produce and market their produce competitively.

    • In close liaison with M&E focal persons for the CPs and Country Office, support the generation of progress monitoring reports, impact stories, photo images and video clips for social media and participate in the project evaluation and documentation of the lessons learned and best practices.

    • In liaison with the HoSO, review partners’ project proposals and progress reports and contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders

    • Support the HoSO in building and maintaining strategic partnerships with relevant key stakeholders along the entire value chain (including private sector UN etc) to optimize benefits for smallholders.

    • Undertake periodical oversight missions with relevant government agencies and ensure implementation of the integrated smallholder resilience and livelihood activities by CPs is in line with approved plans.

    • Participate in the inter-agency coordination meetings and missions, share information on WFP-supported Smallholder Market Access and Linkages and
    financial services, and continuously identify synergies and opportunities for collaboration with other partners.

    Other Specific Job Requirements

  • Served in comparable and relevant position in the public service or private sector for at least three 3 and a half years.

    • Excellent analytical skills, resourcefulness, maturity of judgement, negotiating skills and good understanding of nutrition mainstreaming, food security analysis and food system frameworks.

    • Excellent presentation skills and ability to engage and communicate effectively on all aspects of the project

    • Ability to work in a multi-cultural team and cope with difficult situations, demonstrated ability to develop and maintain effective work relationships with partners, WFP staff, host population, and counterparts.

    • Ability to establish priorities and to plan, coordinate and monitor own work plan and possess excellent computer skills in MS Outlook, Word, Excel and PowerPoint.
