Organizational Context

This job is found in Country Offices (COs) in Food Cluster Unit. Job holders typically report to the Information Management Officer (IMO).

The Ethiopia Food Cluster is currently providing support to all the regions with consolidation of information on food security assessments, updating food needs and reporting on in-kind and cash response/ gaps in Ethiopia.

There has been an increase in demand for food cluster products and analysis from the key stakeholders including the food cluster partners, donors and the Government, particularly in 2021 and 2022, following growing food needs due to man-made and natural disasters.

To build up on the same and complement the work done by the Cluster in 2023, the information management strategy has been reviewed and is currently being revised to accommodate the new changes in Northern Ethiopia, following the signing of the Cessation of Hostilities Agreement in November 2022; and the ongoing humanitarian situation in the drought affected regions.

In 2022, the food cluster information management activities were centralized at Country Office level, where the IM products were being prepared based on information/datasets submitted from the regions and by partners across the respective regions.

This has enabled the food cluster to have an overall oversight of information that is being shared externally with stakeholders, including partners, and being used for advocacy purposes. Various products are being shared externally with key stakeholders, including the weekly dashboard for Northern Ethiopia response, the drought dashboards, and the national situational report.

Job Purpose

The Programme Associate (Information management) supports the food cluster coordination team by consolidating datasets from various surveys, conducting data analyzing, and sharing information that is important for cluster stakeholders to make informed, evidence-based and strategic decisions on:

  • Food security needs and geographic areas of affected populations

  • Location and activity of Food Security actors

  • Key gaps inactivity/program coverage and response overlaps

  • Existing capacity (human, material, financial) to be utilized in support of the identified response needs

  • Monitoring of the response against the HRP and other set indicators

    The staff member will report to the Information Management Officer and responds to the requests from food cluster partners. The staff member will support in communicating with food cluster partners. He/she will support in the implementation of the food cluster data collection tools (4Ws), preparing maps and dashboards for the cluster.

    Key Accountabilities (not all-inclusive)

  • Support the Humanitarian Needs Overview (HNO) preparation: consolidate datasets on food securityindicators (based on Joint Intersectoral Analysis Framework (JIAF)), and along with Informationmanagement working group (IMWG), analyse the
    severity of needs and define people in need (PiN)

  • Support the development, together with the information management officer and in consultation withsector partners, of the coordination of food cluster response plans, strategy, and log frame (e.g., HRP).

  • Support with data coordination, especially as it relates to cluster data (e.g., Who does What Where andWhen (4W) data, and assessment data) for Northern Ethiopia Response focusing on the response,needs and gaps for Tigray, Amhara and Afar regions.

  • Proactively gather information from partners and other organizations which may be of use in ensuringinformed decision-making processes.

  • Develop and maintain database about food cluster partners’ activities, analyse and process the data,and share final information and products (dashboards, maps, etc.) with partners. Ensure that data iscollected and presented in a way consistent with the food cluster objectives.

  • Conduct secondary data review, compile an inventory of available assessments, and provide food clusterpartners with a list of available information/data with respective sources on a regular basis (e.g.,common Cluster / Sector data sets, including population data disaggregated by age and sex,assessments, and other surveys).

  • Create and maintain Contact directories and mailing lists for the respective regions.

  • Conduct capacity building for food cluster partners on IM (e.g., on monitoring / reporting formats,project submission, excel use).

  • Contribute to the development of reports (Sitreps, Bulletins, newsletters) by providing the food clustercoordinator with data and information.

  • Assist in organizing food cluster meetings and working groups (if applicable).

  • Together with the food cluster coordinator, support gFSC initiatives, e.g., CCPM (Cluster CoordinationPerformance Monitoring), global cluster annual overview, global dashboards, etc.

  • Liaise with OCHA and IM Focal Points in other clusters and attend IM Working Group meetings or otherrelevant WG meetings – share information as appropriate.

  • Support government counterparts in data compilation,

    Standard Minimum Qualifications

  • Completion of a secondary school education or University Degree-level qualification or equivalent – preferably in Statistics, Economics, Data Management, GIS and other related fields;

  • Minimum of 6 years of experience in data management and visualization;

  • Experience in the humanitarian context is mandatory and experience in food security-related topics is highly desirable;

  • Working knowledge of English

  • Willingness and ability to work in difficult environments, in often stressful time-critical situations.

  • Formal training in Cluster information management or previous Cluster experience is desirable.
