Organizational Context
This job is found in Country Offices (COs). Job holders typically report directly to the Head of Protection, Gender and Accountability to Affected Populations.


At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.


Job Purpose
The Programme Associate will work with key stakeholders (internal and external) to complement existing good practice and addresses current and emerging AAP gaps. The work of the Programme Associate will support the implementation of the WFP Protection and Accountability Policy (2020), Disability Inclusion Roadmap (2021), Gender Policy (2022-2026) and relevant WFP policies and good practice requirements.

Key Accountabilities (Not All-inclusive)
1. Collaborating closely with the Head of Protection, and Gender, diversify feedback and response mechanisms. This will include strengthening existing CFRM systems and introducing new approaches.
2. Provide input in the development and guide the integration of AAP into all key documents of WFP to guide the implementation of programme activities.
3. Working closely with the M&E Associate to establish modern and interactive AAP information management tailored to the needs of decision-makers and WFP operations.
4. Participate in and provide technical support for Community Engagement and IAAWG AAP Working Group.
5. Work closely with programme teams and CPs to ensure clear, up-to-date communications on programme and beneficiary rights for affected communities and ensure the provision, awareness, and accessible community feedback mechanisms.
6. Produce regular reports and briefings to relevant teams on trends and status of issues raised through the Complaints Feedback and Response Mechanism (CFRM) to facilitate timely programme adjustment and action as relevant.
7. Coordinate and support CFM activities, especially at the community level. These can include: identifying appropriate candidates for outreach volunteers, delivering sensitizations and training, overseeing implementation and conducting monitoring in the field
8. Oversee the work of the Helpdesk agents and community outreach workers, providing practical advice and guidance. Serve as their primary point of contact within WFP.
9. Build the capacity of WFP staff, cooperating partners and national government counterparts on AAP and complaints and feedback mechanisms, especially at regional and sub-regional levels.
10. In close collaboration with the communications team, coordinate Compliant and Feedback Team (CFT) activities — scheduling and preparing for meetings, designing and producing sensitization materials (posters, pamphlets, etc.) and monitoring tools
11. Under the guidance of the Head of the unit, compile sensitive complaints like harassment, SEA, abuse, and exploitation and process according to the CFRM SOP.
12. Support the CFT to effectively follow up on complaints from beneficiaries according to the CFRM SOP.
13. Keep up to date on WFP programmes and service delivery as well as the needs of beneficiaries and target group/priority beneficiaries.

    Standard Minimum Qualifications
    Education: Completion of a university degree in economics, international affairs, business administration, social sciences, and development is desirable.

    Experience: At least five years of progressive experience in programme and project implementation. Experience in evaluation/nutrition would be an added value.

    Desirables: Exposure to project management and risk assessment and evaluation.

    Language: Fluency in both oral and written communication in English. Knowledge of a local language is added advantage.


    Knowledge and Skills
    Experience in analyzing cross-cutting issues such as protection, gender, migration, conflict sensitivity, data protection and complaints and feedback mechanisms, and managing complex monitoring and evaluation activities spanning a range of policies and programme initiatives in international development or humanitarian contexts is an asset.
