Background and Purpose of the Assignment

Under the overall supervision of the Head of Procurement, the job holder is expected to support procurement activities, performing research and analysis, and providing recommendations for efficient and effective procurement of Cash & Markets/Planning & Compliance (CBT) activities including other standard procurement activities.

Key Accountabilities (not all-inclusive)

Planning

  • Perform secondary analysis of the country's main markets' supply chains to determine functionality and identify main gaps.

  • Support in defining the overall procurement strategy to support CO programme by identifying structure, capabilities and resourcing required for CBT.

  • Work with programme and strategic outcome (SO) managers to analyze and map the retailer contracts to support effective and efficient delivery of FFV and other CBT projects.

  • Participate in the cash working Group and contribute supply chain-procurement inputs and operational planning.

  • Regardless of the transfer modality (Food, CBT, and NFIs), carry out in-depth market analysis and supply chain network mapping to identify inefficiencies and opportunities to strengthen local markets with objectives to improve customers' value equation and/or to suggest a change of modality from in-kind to CBT.

    Procurement activities

  • Provide support to procurement activities following standard processes and contributing to the effective procurement of goods and services.

  • Working with CO cross-functional Units (Programme, IT and Finance), participate and contribute to the selection and contracting of appropriate financial service providers (FSP), determine the scope of service for retail selection, participate in evaluation and contracting of retailers to sustainably and efficiently meet the beneficiaries food and /or NFI needs.

  • Review requests and prepare purchase orders, contracts and any supporting documentation for approval within delegated authority, in order to enable the swift purchase of goods and services.

  • Contribute to negotiations with new suppliers on terms and conditions of orders, with guidance from head of procurement unit, in order to obtain the best terms and value for money for WFP.
    identify and build productive relationships and partnerships with counterparts in UN agencies, NGOs, Governments and the private sector to share knowledge and resources.

  • Assist in identification, assessment of potential suppliers, and ensure necessary data/documents are collected to support the selection of suppliers, ensuring standard processes are followed to support vendor management team.

  • Conduct research and analysis on a range of data and produce substantive reports providing insight and recommendations for informed decision-making.

  • Design, develop and oversee the maintenance of databases and records, to ensure information is accurate, organised, and available for procurement activities, and support reporting requirements.
    work in collaboration with units and counterparts, in order to align procurement activities with wider programmes and ensure a coherent approach to meeting food assistant needs.

  • Provide advice, guidance, and training to procurement staffs to ensure individual
    and team objectives are delivered in the agreed delivery time.

    Market Development

  • Train the shop owners on the retailer activities provided by the shops in accordance with the contract terms and conditions that are fundamental to strengthening customer value equation (assortment & availability, quality, price, and service)

  • Apply and/or develop Standard Operating Procedures (SOPs) and tools for retail engagement activities.

  • Periodical retailer performance and monitoring review to identify areas of improvement.

  • Carry out market system analysis (MSA) (in-depth market analysis and supply chain network mapping) to identify main inefficiencies and opportunities to strengthen local markets with objectives to improve customer value equation.
    work closely with internal and external stakeholders including local government, NGOs, UN agencies to set up the most appropriate market development activities.

    Expected Outcomes

    It is expected that the Procurement Officer will become an integrated part of Supply Chain Unit in the WFP Country Office and contribute to the successful delivery of programme activities, with specific focus on Cash Based Transfers and related activities:

  • Submission of reports and analysis in accordance with deadlines

  • Established contracts of Financial Service providers and Retailer Contracts which meet the needs and requirements of the WFP Country Office

  • Through coordination with other units in the Country Office and external partners and service providers, successful implementation of Cash Based Transfer activities as defined by WFP Programme

    Desirable Requirements

    To perform the wide range of tasks and excel in this position, the ideal candidate would also process;

  • Exposure to the international arena either by direct work for an international institution/organization; or, if working for a national entity, by way of interacting with international stakeholders.

  • WFP’s international professionals are required to serve in different locations around the world during the course of their career (including in hardship duty stations); willingness to be mobile would maximize opportunities for long-term retention into the organization.

    Standard Minimum Qualifications

    Education:

  • Advanced University Degree or First level University Degree in Procurement, Supply Chain, Business administration, or Social science having certification in the field of Procurement.

    Experience:

  • Minimum of five or more years of relevant working experience in the field of Procurement or Supply Chain Management in the development/humanitarian sector.

    Desired Experiences for Entry Into the Role

  • Experience communicating and coordinating with UN agencies/ large international conglomerates.

  • Experience working with food commodity markets (incl. experience with freight markets) as well as goods and services needed in support of WFP’s Operations and its related market intelligence.

  • Experience working with vendors.

  • Has experience with budgeting, pipelines and related issues in WFP Corporate Systems.
