Organizational Context

Following the launch of the CSP, WFP Ethiopia Country Office (ETCO) is in the process of designing a conceptual framework/strategy for climate change adaptation and resilience building in Ethiopia for the CSP lifespan as well as streamline the on-going initiatives and design new ones based on this strategy.

WFP works with both pastoral and agro-pastoral beneficiaries, supporting sustainable natural resource management while enabling restoration of degraded rangelands and agriculturally productive riverine areas to increase local productivity and strengthen market systems in support of diversified, nutritious diets.

We simultaneously focus on strengthening capacities of national and local institutions for improved early warning systems, gender transformation, and climate resilient diversified food systems.

Job Purpose

The purpose of this assignment is to make sure that the Somali Region starts having the necessary technical expertise on environment, NRM, public works, with special focus on water and water infrastructures, soil conservation and rangeland rehabilitation to be able to better coordinate on-going initiatives and capacity strengthening actions.

Under the direct supervision of the Head of Sub-Office, the successful candidate will be responsible for providing strategic guidance and lead operational support to partners and other stakeholders to implement an integrated Smallholder Resilience and Livelihood Initiative that aims to increase production, productivity and incomes for smallholder farmers in the Somali Region.

Key Accountabilities (not all-inclusive)

  • Act as the main liaison between WFP, Cooperating Partners and the Bureau of Agriculture and Natural Resource Management (BoANRM) to promote the adoption of environmentally sustainable, climate resilient agricultural practices in Somali Region.

  • Guide a technical capacity needs assessment with selected regional and local authorities in the fields of Environment, NRM, public works and climate change adaptation; Assist SOs in the environmental and social safeguards screening of planned activities

  • Provide technical advice and support on implementation of various, household, or community infrastructure/assets, ensuring that outputs meet the established quality standards and are compliant with wider WFP policies.

  • Participate in technical or design review, exchange of knowledge and experience keeping abreast of water harvesting technologies in drylands including Haffir Dams, Ponds, Earth Dams, Water Diversion technologies

  • Provide support governments and other partners in identifying where livelihood and resilience programmes can be usefully employed and provide support and technical expertise for the planning, formulation and implementation of moderately complex livelihood and resilience programme to strengthen government and community ownership and effectiveness of water development and empowerment programmes at field levels.

  • Conduct analysis of submitted project proposals to ensure sustainability and technical feasibility based on context and that objectives are attainable within prescribed resources.

  • Participate and drive training on 3PA related tools, particularly CBPP and SLP. Lead the development and implementation of pastoralist field schools under (Pastoralist-centric, gender-sensitive field schools implemented on sustainable and regenerative rangeland management and biodiversity-friendly practices)

  • Contribute to the SO’s efforts in building up WFP’s capacity to delivery against the development plan. Particular attention will be given to the setup of the technical expertise required for participatory planning, water harvesting and environmental and social asset creation in Gode areas.

  • Organize practice oriented technical trainings on dryland management, water harvesting, natural resource management to enhance the capacity of WFP staff and government partners to design and deliver effective livelihood recovery and resilience programmes.

  • Provide guidance and support for the implementation of holistic grazing and rangeland management systems (Holistic, regenerative grazing practices and restoration interventions) and forest restoration and management.

  • Guide government technical staffs during planning, trainings, workshops and joint monitoring and reporting.

  • In close liaison with M&E focal persons for the CPs and Country Office, support the generation of progress monitoring reports, impact stories, photo images and video clips for social media and participate in the project evaluation and documentation of the lessons learned and best practices.

  • Support donor missions to the field in recovery/livelihood intervention areas.

  • Establish model sites with integrated and diversified technologies and initiate the scaling up of those initiatives and support advocacy work.

  • Conduct periodic monitoring of all infrastructure/asset activities followed by preparation of a comprehensive report with best practices and recommendations. Prepare evidence-based recommendations on measures to improve facilities / infrastructures suitability to operational purpose, safety, and efficiency of structures and equipment including support in development of project guidance materials (e.g. manuals) on project implementation.

  • Lead, motivate and develop a team of staff to enable high performance.

  • Perform other duties as assigned.

    Standard Minimum Qualifications

    Education:

  • University degree in Natural Resource Management, Forestry, Economics, Agriculture, Environmental Science, Agricultural engineering, or other field relevant to food security, livelihoods and rural livelihoods.

    Experience:

  • Minimum five years of relevant professional work experience in natural resource management, integrated watershed planning, dryland agriculture and rural development, social protection and food security and nutrition.

    Knowledge & Skills:

  • Understanding of Public Works and Food Assistance for Assets, CBT and community based participatory planning approaches

  • Ability to conduct capacity gaps needs assessments and design programmes to fill these gaps.

  • Experience in working in arid and semi-arid parts of Ethiopia

  • Familiarity with water harvesting technologies and pastoral livelihood approaches

  • Skills in workshop facilitation.

  • Strong organization and planning skills including ability to facilitate workshops.

  • Good analytical skills, resourcefulness, initiative, maturity of judgment, tact and negotiating skills.

  • Ability to work in a team and establish effective working relations with persons of different national and cultural backgrounds.

    Languages:

  • Fluency in both oral and written communication in English. Knowledge of the local language is added advantage
