Background and Purpose of the Assignment

The World Food Programme (WFP) is a leading humanitarian organization that delivers food assistance in emergencies and works with communities to improve nutrition and strengthen resilience. WFP has extensive experience in supporting development programmes that promote food security, nutrition, and sustainable livelihoods.

WFP directly engages with the AU through its African Union Global Office (AUGO), established to ensure synergy and enhanced partnerships in WFP's engagement with the African Union and other regional organizations in Africa.

WFP recognizes the link between conflict and hunger and the importance of food assistance as a pathway to building peace and stability. As such, it aims to strengthen multisectoral collaboration for food security and support peace efforts in Africa by designing and implementing interventions tailored to the specific needs of affected communities and that promotes sustainable development.

The African Union Peace Fund invests in peacebuilding efforts across the continent to prevent conflicts, resolve disputes, and promote stability. Recently, WFP and the African Union Peace Fund Secretariat signed a supplementary agreement to expand their collaboration towards early warning, conflict prevention, and mediation efforts.

As the African Union seeks to implement the first programme funded by the Peace Fund in 2023, an increase in funding from both African Union Member States and the international community would strengthen the Fund's capabilities and demonstrate Africa’s ability to drive Africa-led initiatives and African solutions to pressing issues of peace and security in the continent.

To achieve this goal, WFP plans to strengthen the human resource capacity of the AU Peace Fund Secretariat by hiring a resources mobilization expert.

The jobholder will provide overall expert support to achieve the funding and resources mobilization objectives of the African Union Peace Fund Secretariat.

This post is based in AUC Headquarters in Addis Ababa, Ethiopia, and reports to the Director of the AU Peace Fund Secretariat.

Key Accountabilities (not all-inclusive)

  • Contributes to the development of the departmental business continuity plan and ensures implementation at
    the Secretariat level.

  • Manages risk and recommends mitigation strategies.

  • Designs and plans policy programs to achieve the strategies in the areas of resources mobilization and funding and identify best practices and monitor effectiveness of the Office’s support to Peace Fund.

  • Develops new and existing activities as components of the strategies and policies.

  • Addresses problems arising in current approaches to relevant area.

  • Engages stakeholders within Members States and RECs in designing and implementing strategies.

  • Represents the organization and explains its position at various forums such a meetings and conferences.

  • Supports the implementation of the Supplementary Agreement between WFP and the Secretariat.

  • Other as required.

    Standard Minimum Qualifications

  • Education: Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications or other relevant fields, or First University degree with additional years of related work experience and/or training/courses.

  • Experience: Minimum eight or more years of relevant professional work experience in partnerships, funding, and resources mobilization in a regional and/or international or continental environment, of which at least 5-year experience in managing a team, motivated team spirit and contributed to a gender-balanced, inclusive, and sound working environment.

  • Language: Fluency in both oral and written communication in English. Working knowledge of French is an asset.

  • Has developed long-term partner relationships and gained significant experience in expanding engagements across geographies and sectors.

  • Has designed and managed all resource mobilization processes and resource strategies, negotiated contract terms, and provided resourcing advice to seniors.

  • Has led and promoted data-based decision making to enable internal stakeholders to make well informed decisions.

  • Has created external messaging to function, geography, and thematic interests of stakeholders.

  • Has contributed to innovation of system improvements and partner intelligence platforms.

  • Has utilized digital solutions to improve client services.
