Standard Minimum Qualifications

Education:

  • Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience and/or training/courses.

    Language:

  • Fluency (level C) in English language.

    Organizational Context

    These jobs are found primarily in Country and Field Offices and report to the Deputy Country Director, the Head of Programme or the designate, and operate under technical guidance from Performance Management & Monitoring Division and Office of Evaluation.

    Job holders are likely to be found in an environment where the complexity of food assistance programmes is high (e.g. greater security risks, wider range of programmes, higher levels of partnership working) and are often required to lead and motivate a team.

    Job Purpose

    We are seeking to fill a position of M&E officer who will serve as Team Lead for the M&E by supervising both national and international staff, and will lead the work of M&E, including design the M&E framework, establish M&E data collection system, conduct analysis and report, which is essential to make sure all learnings are reflect back to better programming for WFP Ethiopia.

    The job holder ensures alignment to WFP corporate standards on M&E and lead the generation of quality evidence on the outputs, outcomes, and effects of WFP’s interventions on the lives of beneficiaries, and inform strategy and programme design.

    This includes coordinating all monitoring activities of the WFP Ethiopia Country Office, including outreach to the sub-offices. S/he advises managers on strategic and operational matters related to the generation of evidence and data management, and provides technical leadership to country office management.

    Key Accountabilities(not all-inclusive)

  • Advise and support evidence-based analysis and decision-making on programme design and implementation, notably through making monitoring findings accessible, and developing innovative, user-friendly and informative products.

  • Support WFP Management in addressing recommendations from monitoring and reviews to ensure that follow-up actions are taken as required.

  • Build monitoring capacity of WFP staff and partners, through the design and delivery of training and information-sharing. Manage and mentor junior staff members and guide them as required to enable their high performance.

  • Contribute to the development and implementation of national government and inter- agency monitoring, reporting and evaluation frameworks, including United Nations Sustainable Development Cooperation Framework (UNSDCF) aligned with nationally-owned sustainable development goals.

  • Represent WFP at national/inter-agency meetings and contribute to technical discussions, exchange of best practices, identify opportunities for strengthening national monitoring capacity and develop strategic partnerships.

  • Take responsibility for supporting the integration of protection and gender perspectives in all areas of work, to ensure equal participation of women and men.

  • Ensure that CO monitoring systems and tools are in place and compliant with corporate standards, including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate result framework (CRF).

  • Coordinate and oversee the production of monitoring and operational reports, clearly showing results and implementation progress.

    Other Specific Job Requirements

  • Minimum of 6 years of relevant professional work experience in international development or humanitarian work.

  • Minimum of four years of experience in managing complex monitoring activities spanning a range of food and nutrition programme initiatives.

  • Experience in managing diverse teams of M&E staff.

    Desired Experiences for Entry Into the Role

  • Experience in building monitoring systems, conducting monitoring data collection exercises, and producing analytical reports involving multiple stakeholders, including governments, partners, and academia.
  • Experience in leading multi-functional and diverse teams.
  • Management of complex monitoring activities, spanning a range of food and nutrition programme initiatives.
  • Developing recommendations to senior leaders on ways to improve programming based on monitoring data.
