Background & Purpose of the Assaignment

These positions are based in Gambella Sub-office. Under the general supervision of the programme assistant and direct/technical supervision of the National Programme Policy Officer (ISRLS), the monitoring assistant will be responsible for providing effective specialized support and technical analyses to the ISRLS project activities within the delegated authority.

She/He will also provide accurate and timely reports to support the effective delivery of the project. Under the overall supervision of programme assistant, the position holder will be responsible for supporting implementation and monitoring of a range of small holder livelihood and resilience building activities within Gambella region.

Key Accountabilities (not all-inclusive)

  • Participate in site and process monitoring of ongoing project activities and highlight trends and issues requiring attention

  • Maintain information records and monitoring plan documentation, such as records of commodity movements and programme checklists, in order to assist in the effective delivery of project activities.

  • Collate assistance programme(s) data in accordance with clear direction, in order to support programme reviews and informative decision-making and effective management of resources.

  • Liaise with cooperating partners and internal counterparts to gather feedback and comments to support programme reviews and improve services.

  • Receive and collate comments and feedback from cooperating partners, beneficiaries, and beneficiaries to support identifying programmatic issues with a view to fostering efficient operations.

  • Provide technical support and assist in the development and implementation of various activities linked to ISRLSP support and processes at the field office level, supporting alignment with wider programme policies and guidelines.

  • Provide guidance for cooperating partners on WFP operational practices, monitoring tools and methods in order to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.

  • Provide specialized support to ISRLSP operations and programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures in the following areas:

  • Conduct needs assessments of target ISRLSP, using standardized tools and approaches

  • Facilitate participating Smallholder farmers, Lead Farmers, Farmer groups and aggregators and other farmer-friendly access to good agricultural practices.

  • Facilitate participating Smallholder farmers, Lead Farmers, Farmer groups and aggregators and other farmer-friendly aggregation entities to access agricultural financial services by coordinating with key value chain stakeholders at kebele, woreda and even regional levels.

  • Facilitate
    linkages of project beneficiaries to private sector entities for access to finance with FIs and MFIs, predictable markets by aggregators and other value chain actors

  • Facilitate market assessment and other related studies and help in identifying new WFP intervention areas

  • Facilitate training of farmers on post-harvest management

  • Conduct crop monitoring and provide on the job technical support to farmers

  • Collaborate with WFP/ Implementing Partners in the establishment and strengthening farmer groups

  • Collaborate with WFP/ Implementing Partners in the establishment and strengthening the Village Saving and Loan Associations (VSLAs)

  • Monitor and assist lead farmers/ aggregators and other aggregation entities to adhere to terms of produce delivery facilitated by WFP

  • In support with the Programme Assistant and other project staff, conduct training of trainers of partner staff, as well as ensure quality monitoring and reporting of all ISRLSP -related capacity building activities

  • Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. process and output process monitoring) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.

  • Prepare field mission reports to document programme implementation respond to queries and concerns from farmers, management committees resolve operational queries and escalate where appropriate, in order to provide a timely and accurate resolution.

  • Undertake other duties as assigned.

    Standard Minimum Qualifications

    Education:

  • Completion of secondary school education, Relevant training preferably in Agronomy, Agricultural Science, Natural Resource Management, and Rural Development.

    Experience:

  • Secondary school education complete with a minimum of 4 years of working experience OR a Bachelor’s Degree with 2 years of work experience in monitoring and evaluation activities, general administration, or other related fields.

    Language:

  • Fluency in both oral and written communication in local languages Anuak and/or Nuer.

  • Fluency in both oral and written communication in English.
