Organizational Context

These jobs are found primarily in WFP Field based Offices, and job holders typically report to Programme Policy Officer or Programme Associate. The reporting lines may change depending on the size of the office.
At this level job holders are expected to take responsibility for completion of a range of processes and activities related to monitoring that require some interpretation of standard guidelines/practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

Job Purpose

To coordinate and perform monitoring activities within a specific coverage area and provide reports to support the effective delivery of assistance packages.

Key Accountabilities (not all-inclusive)

Under the direct supervision of the Programme Associate or Cluster Coordinator (depending on the district), the Monitoring Assistant (MAs) will be responsible for the following duties:

  • Visiting an agreed target of field sites per month on Mondays through Thursdays each week for a total of 16 days in the field per month.

  • Coordinating and monitoring the implementation of all WFP Programmes – school meals, nutrition prevention, and resilience packet to ensure that WFP is implementing an integrated resilience package, at the local level in close collaboration with WFP Programme Associate (PAs) or Joint Programme for Girls Education (JPGE) Coordinators (where applicable), WFP’s M&E Team, Government Actors, Communities, and Cooperating Partners.

  • This involves creating a monthly monitoring plan in collaboration with other field-based staff to ensure that WFP is meeting minimum monitoring requirements of visiting each nutrition prevention site once per month; each school once per quarter; and each FFA/Resilience site twice per month.

  • Producing a weekly report of all data collected/sites monitored on every Friday of the month. Note that staff who do not produce their weekly report will not be permitted to travel to the field the following week until reports are submitted. This is a key performance indicator.
    The weekly report will indicate the sites visited, key observations made, any concerns encountered, as well as lessons learned. Before and after photos as well as photos illustrating progress towards the
    creation of productive assets should also be included. This information will then be reviewed and consolidated by the Senior Programme Associate (where applicable).

  • Immediately reporting –– to Programme Associate (where applicable), Cluster Coordinator, and/or the Head of Field Coordination at the Country Office any irregularities or concerns reported at the sites. Note that reporting lines will depend on the location of placement and will be clarified at the time of assignment.

  • Monitoring and reviewing all commodity management (food, cash, vouchers) in terms of recording, reporting, storage, and handling as well as spot checking commodity/cash distributions to ensure that the correct quantities/amounts of assistance are being delivered to the right people/beneficiaries.

  • Participating in coordination meetings at the request of the Senior Programme Associate (where applicable) or JPGE Coordinator (where applicable) with Government, Cooperating Partners, and/or community-based organizations.

  • Assisting with the implementation of the plan of action, reviewing achievements and constraints as well as providing feedback accordingly and in a timely manner to Programme Associate (where applicable), Cluster Coordination, and Head of Field Coordination, and/or M&E Unit.

  • In consultation with WFP’s Gender Focal Point and relevant programme units, encouraging women’s access to economic skills development and sensitizing men, women, girls and boys on gender issues and gender-focused activities.

  • Providing technical advice, where applicable, with a focus on integration of activities where applicable/appropriate, in Food for Assets, School Feeding, Nutrition, and other WFP Programme Activities.

  • Any other duties as required.

    Standard Minimum Qualifications

  • Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.

  • Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.

    Desired Experiences for Entry Into the Role

    • Has experience collecting programme output and outcome data, conducting quantitative and qualitative analyses, and reporting findings to management team, partners and other stakeholders.

    • Has experience utilizing WFP monitoring and evaluation systems and standards.
