Background & Purpose of the Assignment

WFP Ethiopia operations have continued to evolve in terms of volume, geographical coverage, and complexity, especially with the increasing food insecurity caused by different factors.

There is also the sporadic displacement of people from within and those seeking refuge from outside the country, resulting in WFP providing food assistance to more than eight (8) million beneficiaries under various food assistance activities in 2022.

As a landlocked country in the Horn of Africa, shipment of internationally sourced food and non-food items comes with its own challenges and peculiarities. Accordingly, WFP Supply Chain is required to devise and establish an agile and effective Supply Chain strategy and capacity to address the dynamic and rapidly evolving environment.

Key Accountabilities (not all-inclusive)

Under the direct supervision and guidance of the Deputy Head of Operations and overall supervision of the Head of Logistics operations, the incumbent will perform the following duties and responsibilities:

  • Lead the customs functions within Logistics and coordinate the day-to-day activities related to customs operations.

  • Contribute towards the development of logistics plans and processes ensuring compliance with wider logistics policies and WFP standards.

  • Manage and coordinate a full range of documentation processing for execution of customs activities and take appropriate actions to address issues and recommend improvement in processes.

  • Support in liaison with various government, humanitarian, and commercial actors in the region to advocate for improved customs policies, infrastructure, and processes towards facilitation of timely customs clearance and movement of WFP cargo from different corridors.

  • Ensure that the contracted service providers for customs activities, such as the clearing and forwarding agents, in a timely manner and according to the contract agreements with WFP.

  • Undertake regular performance monitoring and evaluation of contracted service providers supported by analysis and recommendations.

  • Provide specialized support to logistics operations and activities, following standard processes, and contributing directly or indirectly, to the effective delivery of food assistance to beneficiaries.

  • Support the development and implementation of procedures for logistics field operations ensuring that objectives are achieved in compliance with regional
    and functional strategies, policies, and plans.

  • Conduct research, collect data and perform analysis as required to produce comprehensive reports, providing insights and recommendations that support informed decision-making.

  • Manage a team of staff, providing technical advice, coaching, guidance, and training, to ensure individual and team objectives are delivered to agreed standards and deadlines.

  • Identify and build productive relationships with colleagues within Supply Chain and other functional areas, such as Admin, Shipping, Procurement, etc. to support an integrated approach to food assistance and customs related activities.

  • Follow emergency logistics preparedness practices to ensure WFP is able to quickly respond with needed resources to affected areas at the onset of the crisis.

  • Participate in logistics emergency preparedness and response activities including Logistics Capacity Assessment and contingency plan update, to support WFP’s response in emergencies.

  • Prepare accurate and timely accounting, data collection and reporting, to inform supply planning and contribute to a WFP wide view of logistics activities, enabling informed decision making and consistency of information presented to stakeholders.

  • Conduct regular financial analysis and budget reviews, drawing out insights and recommending actions to senior staff to optimize use of available funds.

  • Perform other duties as required.

    Qualifications & Experience Required

    Education:

  • Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

    Experience:

  • A minimum of 3 years post graduate professional and relevant work experience in a humanitarian organization and dealing with customs related operations.

    Knowledge & Skills:

    • Experience coordinating service providers’ contract execution.

    • Experience in clearing and forwarding of all kinds of cargoes – bulk, break-bulk etc.

    • Experience dealing with shipping liners and agents.

    • Experience in cross-border operations.

    • Experience in evaluating offers and writing proposals.

    • Experience in report writing.

    Languages:

  • Fluency in oral and written communication in English (level C) and Local Language.
