Job Purpose

The Ministry of Health has presented a Master Supply Chain Transformation Plan (MSCTP, 2021-2026), Which is meant to be enlightened with the Health Sector Strategic Plan (HSSP3) ,to provide high quality medical products to Malawians in an efficient and effective manner and strength the operations and sustainability of the sector.

Malawi’s population continues to grow rapidly at a rate of 2.9%. (UNFPA 2021) which is one of the highest in Africa, leading to the constrained National Health and Supply Chain system. This implies the demand for service is also growing rapidly at a time when the supply chain system is facing a lot of challenges .

To address this, MSCTP aims to improve process automation, data quality, system interoperability, and overall end-to-end visibility. Supply chain processes and systems play a critical role in strengthening health systems and providing end-to-end visibility, thereby improving health service delivery.

Aligned to Malawi’s long-term Digital Supply Chain (DSC) vision and considering all the persistent challenges in the supply chain of medical products, WFP as one key partner of the Ministry of Health has been approached to provide supply chain technical support and expertise through its partnership with Takeda Pharmaceutical Company Limited (Takeda) under Project Health Systems Supply Chain strengthening

Within the framework of this partnership between the Ministry of Health & WFP, a position of Data Management Technical Assistant will be financed by WFP for a minimum period of twelve (12) months, with a possible extension if a need persists and funding is available.

The Data Management Technical Assistant will report directly to the MOH, working under the authority of the Director of Health Technical Support Service, and be fully integrated into the MOH structure

Key Accountabilities (not all-inclusive)

  • Produce monthly supply chain dashboards to support health programs such as Essential Medicines, TB and others.

  • Engage with all relevant health supply chain actors (HTSS, CMST, Health Programs, district and health facilities).

  • Work closely with the various focal points of the health supply chain actors, especially those in
    monitoring and evaluation to validate data quality and assumptions.

  • Support health programs in coordinating and facilitating operational decision-making meetings where the supply chain dashboard and analysis are the basis of discussion.

  • Facilitate the design of the standard operation procedures (SOP) to ensure standardized and timely data sharing, list focal points, roles and responsibilities; to timely update, validate, and analyze the supply chain dashboard.

  • Train and support Ministry of Health staff and health supply chain actors in the usage of analytical products and data analysis tools.

  • Support HTSS management as the technical focal point for WFP-funded projects, providing overall coordination of joint initiatives and monthly project status updates.

  • Recommend system and/or process improvements to further enhance the performance of the Malawi public health supply chain.

  • Collect data on medical equipment for the purpose of establishing a national dashboard related to the physical asset management of medical equipment.

    Standard Minimum Qualifications

  • Bachelor’s degree or equivalent in Statistics, Engineering, Supply Chain, Computer Science or Business Management.

  • At least 2 years of relevant experience is required.

  • Advanced use of Microsoft Office suite, particularly Excel (Power Query) and PowerPoint is required.

  • Previous experience with data analysis is required; plus experience with data visualization tools (i.e., Tableau or Power BI) is preferred.

  • Exposure to health supply chains and working with the public sector is preferred.

  • Fluency in English is required.
