Organizational Context

The Business Transformation Unit in WFP Kenya Country Office is comprised of the Business Services team and the Business Solutions Team.

The Technical Lead will manage the Business Solutions Team.

In addition to the day-to-day managerial responsibilities, the Technical Lead will also support from a technical IT perspective by developing solutions (coding) and providing technical IT recommendations which align with corporate guidelines.

Standard Minimum Qualifications

  • Advanced University degree in Computer Science, engineering or other relevant field, or First University degree with additional years of related work experience or trainings/courses.
  • 5 or more years of total experience in object oriented design, development, testing (automated unit tests achieving at least 85% coverage) and deployment of critical business applications, in a web/client-server environment.
  • Experience working on highly trafficked websites, including performance optimization and designing caching strategies.
  • Programming Languages/Frameworks: PHP (4.X, 5.2X, 5.3X), Drupal, JavaScript, HTML/XHTML, CSS, XML/XSL, Visual Basic, Python, C++, Perl, RESTful API (data formats: JSON)
    Databases: MySQL, PostgreSQL
    Scripting Languages: JavaScript, Backbone, AngularJS, Nodejs, jQuery.
  • Experience working with Git or other revision control systems and defined coding standards
  • Highly Desirable: Experience in working with cash and/or voucher based programming in an emergency/post-emergency environment

  • Language skills: Fluent English and Kiswahili (spoken and written).

    Key Accountabilities (Not All-inclusive)

  • The Technical Lead will supervise the day-to-day activities of the IT developers assigned to the Business Solutions team by adopting SRUM (an AGILE framework for managing projects) methodology.
  • The Technical Lead will recommend technical solution for both new and existing systems.
  • Solutions will align with corporate IT guidelines and follow the technical infrastructure implemented for WFP Kenya Country Office.
  • To align recommended solutions and technology frameworks, the Technical Lead will also be a member of the Kenya Country Office Technical Advisory Working Group. Representing the Business Transformation Unit, the Technical Lead will contribute to discussions and deliverables of the Working Group.
  • The Technical Lead, where necessary, will act as a IT Developer and provide code for solutions using corporate development tools and guidelines (specifically the Solutions Development Lifecycle) as part of a Kenya Country Office project team.
  • For existing applications, the Technical Lead will provide support for issues raised by users and implement minor change requests.
  • Working together with TEC Division units, the Technical lead will also assist in the roll-out of any Corporate solutions (as requested).
  • From a sustainability, maintenance and compliance perspective, the Technical Lead will be responsible for ensuring proper certifications for solution security and bandwidth requirements, procedures for change control, and managing the continuous improvement cycle.

  • Service Management Monitors and supervises maintenance and installation work against the established standards and protocols for service excellence and takes proper actions to correct inconsistencies and improve overall quality and customer satisfaction. Ensures that operational problems are identified and resolved.
  • Client Management Applies thorough understanding of the business, customers, new IT technologies and techniques to implement improved solutions and define service levels, standards and the monitoring process for client service staff.
  • Procurement and Contract Management Able to conduct a cost-benefit analysis of alternative technologies and vendor service level agreements to consolidate options and assess suitability.

  • Lead daily team stand-up meetings.
    Provide monthly Business Solution reports on team activities, issues and achievements
    Monitor and review Business Solution team deliverables.
  • Recommend technical solutions for Kenya Country Office projects (proposed by units)
    Attend Kenya Country Office Technical Advisory Working Group and project meetings
  • Deliver agreed upon technical components for Kenya Country Office projects using Agile development methodologies.
  • Ensure solution development lifecycle is adhered to for projects and corporate IT developer tools are used to deliver project artefacts.
  • Check that all solutions meet solution security and bandwidth compliance guidelines.
  • Ensure access, backup and change management controls are used by Business Solution team and Requesting Units.
  • Provide Business Solution services to maintain and enhance (as justified) existing legacy systems.
  • Liaise with HQ, Regional Bureau IT teams to ensure Business Solutions outputs are in alignment.
  • Provide input on Business Solution team member performance evaluations.
  • Maintain existing local applications (user requests, hosting, upgrades/enhancements etc.)
