Job Purpose

  • Development of Geospatial datasets and GIS products in the update of livelihood zones.

  • World Food Programme (WFP) plans to support the government of Kenya to review the existing livelihood zone profiles, that will be based on the understanding and general definition of a livelihood zone.

  • Livelihood zone profiles are powerful tools in the analysis of the impacts of hazards and shocks on different populations based on their inherent differences on how they meet their basic needs based on access to food, income sources and market opportunities.

  • The purpose of this assignment is to deliver an updated and comprehensive Kenya Livelihood Zones (KE-LZ) profiles and maps with information that covers from the smallest agreed on administrative units while supporting aggregation to and for wider administrative units.

    Key Accountabilities(not all-inclusive)

    Under the technical guidance from VAM, the consultant will perform the following tasks;

  • Configuring and updating existing administrative units to be consistent with current administrative structures, features and labels at a high resolution to improve accuracy and create high quality shapefiles.

  • Support the lead consultant in developing procedures and processes to ensure all data collected is geo refenced in line with established GIS protocols and can be mapped.

  • Development of base maps for all the 47 counties to the lowest administrative level including all the other important attributes and features to be used in the delineation of shifts in contiguous livelihood zones.

  • Preparation and adjustments of existing livelihood zone maps in alignment with the current administrative levels, as a reference for teams to be used in training, data verification and ground truthing and all other GIS materials required for the livelihood zone exercise.

  • In consultation with lead consultant and the web-based developer, perform spatial analysis, vector and raster manipulation alongside data cleaning analysis and transmission to the database.

  • Review secondary mapping products from other sources to identify relevant geo-physical, environmental, production and socio-economic information that compliment livelihood zone profiles.

  • Create and produce new draft livelihood
    zone maps to be used in validation workshops by the review teams.

  • Update and finalize all maps for the livelihood zones and profiles.

    Standard Minimum Qualifications

    Academic Qualifications

  • University degree in Computer Science, Environmental Science, Geography, Geo spatial Engineering, Remote Sensing, Cartography, Land Survey, Photogrammetry, Global Navigation Satellite Systems and Programming or a related field.

    Experience

  • At least 3 years of experience in the field of Geographical Information Systems

  • Good knowledge of GIS theory and practice.
  • Advanced editing on vectors using topology protocols

  • Knowledge of database management: PostgreSQL

  • Proven ability to work independently and within a team

  • Knowledge of main GIS softwares: ARCGIS 10. QGIS and other open source softwares

  • Strong skills with MS word and Excel

    Functional Capabilities

    Specific Professional Experience

  • Strong hands on experience in use of Arc GIS’s Data Management, Spatial Statistics, and Spatial Analysis Toolboxes

  • Experience in map automation processes

  • Advanced mapping and geospatial data management skills

  • Experience in the management of Relational geodatabases based on PostgreSQL/PostGIS and ArcSDE and proficiency with SQL language

  • Ability to communicate clearly and concisely both orally and in writing;

  • Good spatial analytical and conceptual skills;

  • Ability to work both with minimal supervision and as part of a team;

  • Ability to establish effective working relations with persons of different national and cultural backgrounds;

  • Excellent written and verbal communication skills and experience in working with local communities in Kenya.

  • Fluency in English and Kiswahili is a requirement.
