Brief description of WFP in Uganda

WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience.

WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda.

In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance.

Finally, WFP works with smallholder farmers and links them to markets.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.

Job Purpose

To deliver a wide range of business support processes and activities for a specific professional area of work, to facilitate effective service delivery.

Key Account-abilities

  • Check the provision of a range of services, including facilities and light vehicle management, travel, protocol related, etc., maintaining information, to contribute to the provision of a safe and comfortable working environment.
  • Collate and process information including dissemination to support the production of standard documents and reports for the unit, to enable decision-making and the effective management of resources.
  • Manage and maintain paper and electronic records within the area of responsibility in accordance with established procedures, to ensure swift and easy data access as required.
  • Undertake research and perform basic analyses of data, to contribute to the provision of accurate information and effective management of resources.
  • Be a first point of contact for internal queries, to facilitate the provision of efficient and effective resolution of daily issues.
  • Provide inputs to routine methods and practices in own area of work, to support the continuous improvement of services provided.
  • Assist in providing the procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules and regulations.
  • Monitor monthly expenditure forecasts and provide expenditure reports in order to facilitate informed decision-making.
  • Monitor the sub-imprest bank and petty cash accounts regularly, to ensure that adequate funds are available and appropriately disbursed.
  • Verify vendor claims, advances and other receivables and observe appropriate procurement procedures, to ensure that suppliers are
    paid in a timely manner and in conformance with WFP finance rules and regulations.
  • Assist in compiling information from various sources to prepare reports relating to budgets, accounting, finance and statistics.
  • Retrieve, format and validate information obtained from various financial information systems and bring any discrepancy or inaccuracy to the attention of the supervisor and follow up corrective actions.
  • Perform administrative duties related to the monitoring and recording of fixed assets, spend on fuel and spare parts for vehicles and generators, to ensure that the databases are accurately updated.
  • Maintain the web-based register for all invoices and payment transfers and record paperwork, to ensure that all documents are maintained and filed in compliance with WFP standards and guidelines.
  • Monitor and record all expenses in line with the approved budget to ensure that correct expenditure costs are charged and payments to external suppliers, cash grants and other supplier invoices are processed in a timely manner.
  • Provide guidance and on-the-job training to other support staff, to ensure services are delivered consistently and to the required standards.

    Standard Minimum Qualifications

    Qualification, Experience and Languages required:

  • Education: Completion of bachelor’s degree in, business/public administration, secretarial studies, finance or the related field and functional area is desirable.
  • With at least two years’ experience and has demonstrated an ability to perform all routine administrative activities in line with WFPs operating standards through day to day work and; has experience collecting and monitoring financial data on projects and programmes, assessing financial health and status, and reporting findings to senior leaders.
  • Language: Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
