Background & Purpose of the Assignment

This job is found in the Area Office. Job holder typically report to Head of Area Office. She/ He operate as part of a finance and Admin team in the Area Office, leading all Finance and administration needs of the Area Office.

This will entail stewardship of WFP’s resources, monitoring, budget, forecasting and reporting on key data in line with WFP corporate policies and guidelines. The job holder will operate with minimal supervision to ensure that Finance and Administration operational objectives are achieved.

Key Accountabilities (not all-inclusive)

  • Assist corporate finance and admin resource management strategies and major ongoing programmatic initiatives, participating where appropriate using finance and resource management expertise.

  • Lead and supervise the finance and administration team at the Area Office.

  • Support the development of Area office specific plans and processes, aligned with the Country, regional and wider WFP strategy, policies and processes to meet the food assistance needs of beneficiaries.

  • Provide input and analyze budgets for the operation according to established corporate procedures and requirements, ensuring availability of funds on Area office fund reservations as well as participating in any Budget revisions as required.
    Supervise Preparation of bank reconciliations, disbursements, clearance of receivables, manage operational cash advances. Ensuring timely replenishment of the sub imprest account, cash account and petty cash account. Carry out monthly financial closure activities in accordance with corporate requirements, ensuring timely submission of reports to the country office finance unit.

  • Preparation of accurate and timely reporting, in order to provide management with financial, accounting and budgetary information to enable them to make informed decisions: submit biweekly expenditure report for the operation to management.

  • Assist and support colleagues, acting as a point of referral for queries related to finance & administration.

  • Follow standard emergency preparedness
    practices to ensure WFP can quickly respond and deploy food, cash and needed resources to affected areas.

  • Maintain awareness of corporate finance and administration policies for major ongoing programmatic initiatives.

  • Deliver and support administrative services, including management of Area office vehicles and premises maintenance. Working with contractors and following standard processes to provide cost-effective, quality, and timely services to WFP staff and other stakeholders.

  • Provide input to the delivery of financial controls and insight into WFP performance, supporting periodic risk and internal control assessments to identify areas which may present potential audit, compliance, or financial risks.

  • Oversee processing of Area office invoices in the ITS (Invoice Tracking System) and WINGS

    Standard Minimum Qualifications

    Education:

  • First Degree (Preferably Advanced University degree) in Finance, Business Administration, Accounting, or related fields, with additional years of related work experience plus membership in an international recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accounts (ICPA) or equivalent.

    Experience:

  • One year relevant experience at a senior role with additional (5) years of (Preferably of postgraduate professional experience) in Finance and Administration

    Language:

  • Fluency (Level C) in both oral and written communication in English.

    Knowledge and Skills:

  • Broad knowledge of Finance and Administration best practices, techniques, and processes with some understanding of the basic theoretical background.

  • Ability to analyze data, draw conclusions and recommend a course of action.

  • Written communication skills required to give and receive information and work with a variety of individuals.

  • Ability to establish and maintain effective relationships with clients and provide client-oriented service.

  • Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.
