In Ethiopia, WFP provides food assistance to over nine million food-insecure people affected by conflict, droughts, flooding or displacement. As part of the humanitarian response plan (HRP), WFP provides relief food assistance in four regions: Somali, Tigray, Amhara and Afar regions. Programme Associate is required to support the relief response activities in these regions.

More specifically, the Programme associate will work closely with the activity manager and cross functional team to; (1) support effective implementation of general food distribution and together with the activity manager, facilitate implementation of activities in the various Sub Offices; (2) follow up and process food release notes and timely dispatch of food commodities; (3) respond independently to various queries including reports; (4) provide effective specialized support and technical analyses to policy and Programme activities that effectively meet food assistance needs; (5) follow up on WFP databases and focal point for mainstream of gender, protection and accountability to affected population; (6) Perform other duties as required.

Organizational Context

This job is found in Addis Ababa WFP Office under programme Relief Unit.

At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

Job Purpose

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

Key Accountabilities (not all-inclusive)

  • Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.

  • Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.

  • Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status,
    performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.

  • Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.

  • Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.

  • Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.

  • Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.

  • Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.

  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

  • Perform other duties as required within the unit.

    Standard Minimum Qualifications

    Education:

  • Completion your secondary school education or A post-secondary certificate in Social Sciences, Finance, Public Administration, Governance & Public Policy, International Relations, or development studies

    Experience:

  • At least 6 years of work experience, 3 of which should be in partnerships/budget management, agreement formulation or equivalent roles.

    Language:

  • Fluency in oral and written communication in the English language

    Knowledge & Skills:

  • Proficiency in MS Office packages, especially word processing and spreadsheet

  • Specialized knowledge of the application of common business processes, practical business support methods, procedures and systems used, gained through technical training and work experience

  • Ability to analyse and interpret programmatic and financial data

  • Good communication skills to provide specialized business support services to a wide range of individuals within WFP and externally

  • Ability to build relationships with a variety of individuals across functions; and
    experience in coordinating the work of others and self, training, and supporting others
