Organizational Context

This job is found in WFP Gambella Sub Office/ Pugnido Field Office.

Job holders typically report directly to the Head of Field Office.

At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance.

There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis.

Job holders are expected to manage resources and coach and coordinate support staff.

Job Purpose

  • To provide effective specialized technical and project management support to livelihoods and resilience building activities

    Key Accountabilities (not all-inclusive)

  • Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.

  • Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.

  • Within the specific area of responsibility, prepare a range of reports and data analysis (e.g.
    food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.

  • Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.

  • Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.

  • Support the coordination of monthly task force and ad-hoc meetings with project stakeholders.

  • Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate livelihoods and resilience building assistance to beneficiaries.

  • Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.

  • Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.

  • Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.

  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

  • Perform any other activities assigned by the supervisor, unit head or head of office

    Other Post Requirements

  • To the extent set for field offices, contribute to the development of standardized tools and methods, aligned to the indicators of the new Strategic Results Framework based on corporate guidelines;

  • Support baseline data collection and develop a database to set the foundation for M&E tools and systems for the programmes;

  • Support the Field Monitoring Assistants in deploying monitoring tools in the field and perform analysis of project indicators to inform on progress and achievement of results;

  • As focal point for all M&E and related issues, prepare regular process, output and outcomes monitoring reports, including liaising with partners and sub-offices. This includes contributing to a quarterly monitoring bulletin of livelihoods and resilience building activities

  • Lead the implementation of the M&E system in resilience and climate solutions programmes, Gambella and reporting on outcome and output level indicators;

  • Take responsibility for quality data management, ensuring regular maintenance and harmonization of databases with other information systems

  • Regularly conduct monitoring visits to the field including FOs in order to get firsthand experience of issues, ensure that tools are used adequately, to assess their usefulness and quality and recommend
    adjustments as deemed necessary;

  • Provide technical assistance, guidance and capacity building of field monitors/enumerators on M&E tools, data collection, analysis and reporting;

  • Maintain and provide updates on the compendium of monitoring indicators;

  • Provide technical support to the evaluations of operations and annual evaluation reports.

    Standard Minimum Qualifications

  • Education: Completion of secondary school education. A post-secondary certificate in the related functional area.

  • Experience: At least six years of progressive experience in programme and project implementation.

  • Language: Fluency in both oral and written communication in English. Knowledge of a local language is added advantage.

    Desired Experiences

  • Has worked with technical teams (i.e. nutrition, VAM, etc.).

  • Has contributed to implementation of programmes.

  • Has observed or assisted with policy discussions.
