Organizational Context

The humanitarian situation in Ethiopia continues to deteriorate due to consecutive climate shocks, insecurity, and violence, leading to significant displacement, increase in protection related issues, disruption of livelihoods and lack of access to basic services.

WFP Ethiopia Country Office is working with the Government of Ethiopia and other partners to address a large proportion of humanitarian and nutritional gaps.

Apart from managing a huge shock responsive safety net caseload in the Somali Region, the country office also implements small scale nutrition and resilience building interventions through conditional assistance delivery through in-kind and cash modality.

In areas where cash is used as modality, the country office started piloting and scaling digital cash and voucher transfers since 2018. This in turn necessitates acquiring, storing and processing of a fairly large volume of beneficiary data.

Job Purpose

Ethiopia country office processes a fairly large volume of beneficiary data that helps WFP know better the people it serves, so the assistance we provide can be targeted and appropriate. The purpose of this position is therefore to provide support in managing the beneficiary data for different programme activities in SCOPE and other systems with corporate beneficiary data protection guideline at the heart.

Key Accountabilities (not all-inclusive)

Under the supervision of the Programme and Policy Officer (CBT-Assurance), and in close collaboration with relevant internal units such as IT, programme, VAM and gender/protection both at Field and Country Office (CO) levels, the job holder is required to assist in beneficiary data processing as well as managing WFP approved data management tools, with strict compliance with of the WFP Guide on the Protection of Personal Data and Privacy (2017). Specifically, the incumbent will perform the following tasks:

  • Support programmatic needs
    and supervise all activities related to Beneficiary Identity Management (BIM), including collection of beneficiary data, guiding and coordinating beneficiary data collection and ensures data quality and consistency.

  • Handle all activities related to beneficiary data verification, cleaning, and analysis; guiding and advising on beneficiary data quality standards;

  • Disseminate regular reports to update to concerned teams to inform on data management status, data enhancement needs and required measures, plus to alert on appropriate data retention measures as required;

  • Ensure beneficiary data readiness with a minimum requirement for sharing with partners, such as FSPs when deemed necessary and appropriate for WFP’s programme implementation.

  • Liaise with area/sub offices, FSPs and other partners to coordinate and resolve beneficiary data inconsistency issues in various data repository tools;

  • Manage beneficiary wallet up-to-datedness consistent to FSPs’ records prior to procession of any payment cycle of a given programme activity;

  • Undertake field missions and duty travel to provide technical backstopping in beneficiary data collection or enhancement efforts;

  • Perform other related duties as required by his/her.

    Standard Minimum Qualifications

    Education:

  • Completion of secondary school education.

  • A University degree in information technology, data and database management, computer science, business administration, or other related fields of study. Additional training/ courses in related areas are assets.

    Experience:

  • 4 years of relevant work experience in the areas of data collection and assessment works coordination, and data processing as well as experience in working on data and payment processing platforms.

  • Previous experience and familiarity with WFP’s beneficiary registration and data management tools (such as SCOPE) is an asset.

    Languages:

  • Fluent oral and written fluency in English
