UN Women National Consultant to Support UN Women Peace and Security in Uganda


Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

Duties and Responsibilities

  • Support institutional capacity assessments, led by security sector stakeholders, to assess what the institution currently does to engage on WPS, identify capacity needs, what are the challenges and what are key opportunities and entry points in to the future NAPIII
  • Support training of WPS national steering committee, including an introduction to UNSCR 1325 and subsequent UNSCRs and training on the development of a SMART NAPIII on UNSCR 1325
  • Support extensive national, regional and local consultations on content for NAP III
  • Support the mapping of key WPS actors in Uganda (GoU, UN, NGO/CSOs)
    Support the development of an audit template to identify capacity, challenges and opportunity together with each institution and
  • Support implementation of audit, analysis of results, drafting and finalization of reports
    Draft 2-page guidance papers for each security sector institution on aspects of women’s inclusion in peace building and conflict resolution
    Draft a capacity building proposal and implementation plan.
  • Support training of WPS national steering committee, including an introduction to UNSCR 1325 and subsequent UNSCRs and training on the development of a SMART NAPIII on UNSCR 1325
  • Provide inputs into the development of tools for training including training guide, powerpoints, interactive materials
  • Support the planning, organization and facilitation of two trainings: one for induction into WPS and one for development of NAP
    Provide inputs into action plan for participants on how to implement the training.
  • Support national, regional and local consultations on content for NAP

  • Support the development of a consultation plan and schedule together with National Steering Committee
  • Provide logistics and organizational support for the consultation workshops
  • Co-facilitate the consultations
  • Draft consultation report and consolidate inputs from other team members
  • Support in presenting consultation report to National Steering committee with specific guidance on how findings will feed into NAPIII

    Deliverables
  • A draft work plan for the consultancy including schedule of activities, a tentative plan for meetings with key WPS stakeholders at the National level
  • Training materials developed

    Inputs
  • UN Women will provide the Consultant with background materials relevant to the assignment
  • The Consultant is expected to work using his/ her own computer.
  • UN Women will cover costs of translation of materials
  • UN Women will cover travel expenses.

    Required Skills and Experience

    Education:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.

    Experience:

  • At least 7 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to Women, Peace and Security, Women’s Political Empowerment and Leadership;
  • Experience working on inclusive politics in a fragile context, with demonstrated ability to deliver;
