UN Women International Consultant to support UN Women Peace and Security in Uganda


Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

Duties and Responsibilities

  • Co-facilitate training of WPS national steering committee, including an introduction to UNSCR 1325 and subsequent UNSCRs and training on the development of a SMART NAPIII on UNSCR 1325
  • Participate in national, regional and local consultations on content for NAP III
  • Support the National Steering Committee to develop SMART results focused NAP with integrated M&E and Budget plans, aligned to national frameworks and plans
  • Co-facilitate training of WPS national steering committee, including an introduction to UNSCR 1325 and subsequent UNSCRs and training on the development of a SMART NAPIII on UNSCR 1325
  • Develop training concept paper
  • Support the development tools for training including training guide, PowerPoints and interactive materials
  • Co-facilitate two trainings: one for induction into WPS and one for development of NAP
  • Support the development of an action plan for participants on how to implement the training.
  • Participate in national, regional and local consultations on content for NAP III
  • Support the development of a consultation plan and schedule together with National Steering Committee
  • Participate in the consultations
  • Provide inputs into the consultation report
  • Support in presenting the consultation report to National Steering committee with specific guidance on how findings will feed into NAPIII
  • Support the National Steering Committee to develop SMART results focused NAP with integrated M&E and Budget plans, aligned to national frameworks and plans
  • Support the workshop by bringing in content from the consultations and lessons learned from other countries on NAPs
  • Draft a result based logical framework which will include clear indicators, targets, baseline, responsible institutions, and estimated budget

    Devilerables
  • A draft
    work plan for the consultancy including schedule of activities, a tentative plan for meetings with key WPS stakeholders at the National level
  • Training materials developed
  • Draft phase one of NAPIII on UNSCR 1325
  • Final report with recommendations on enhancing the role of WPS actors in the NAPIII; including a stakeholder mapping of actors and their capacities on WPS and recommendation for each on how they can engage on the NAPIII on UNSCR 1325

    Inputs
  • UN Women will provide the Consultant with background materials relevant to the assignment
  • The Consultant is expected to work using his/ her own computer.
  • UN Women will cover costs of translation of materials
  • UN Women will cover travel expenses.

    Required Skills and Experience

    Education:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.

    Experience:

  • At least 7 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to Women, Peace and Security, Women’s Political Empowerment and Leadership;
  • Extensive experience in supporting the development of NAPs on UNSCR 1325
  • Experience in training various stakeholders on WPS
  • Proven experience facilitating high level consultative workshops for Governmental Institutions and CSOs
  • Experience working on inclusive politics in a fragile context, with demonstrated ability to deliver;
