Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women through financial support from the EU-UN Spotlight Initiative to Eliminate Violence Against Women and Girls is launching this call for applicants to conduct an analysis of the existing national legal and policy framework to more effectively protect the rights of women and girls, address discriminatory implementation of laws, ensure integration of sexual and gender-based violence (SGBV) and harmful practices (HP) into sexual and reproductive health rights (SRHR), and address barriers to women’s and girls’ access to essential gender-based violence (GBV) and SRHR services.

Duties and Responsibilities

  • Developing uniform criteria and an assessment tool to evaluate laws, policies, and regulations based on Uganda’s legal and policy framework and commitment made at regional and national levels to GEWE, prevention and response to violence, and human rights standards for women and children.?
  • Analysing the existing national framework – including laws, policies, regulations, and action plans – to identify gaps, ensure non-discrimination, inclusiveness, and gender-equality, and well as
  • For compliance with Uganda’s commitments to international and regional norms and standards,
  • To respond to the rights of target vulnerable groups Including vulnerabilities and discrimination based on poverty, limited education, remoteness from government services and protection systems, marital or parental status (orphans, widows, divorced or single women), refugees or migrants, adolescents and youth, women and children living with disabilities or HIV/AIDs, ethnicity, religion or tribe, among others.
  • To respond to treaty bodies’ recommendations,
  • To promote women’s and children’s rights, gender equality, and the elimination of violence against women and children,
  • ntegrate ending VAW/VAC/HP into SRHR, and
  • A review of the institutional setting – including barriers to effective implementation, supervision and mechanisms.
  • This will include assessing discriminatory disposition of existing laws and policies and will involve civil society organizations (CSOs), in particular CSOs representing vulnerable groups of women and children.
  • Making recommendations to Government for strengthening, reforming, amending and repealing discriminatory laws and policies – to more effectively protect the rights of women and children from violence and harmful practices, integrate SGBV/HP into SRHR, and address barriers to women’s and children’s access to essential services and SRHR services.
  • Proposing a mechanism for monitoring implementation and compliance to existing GBV, VAC and SRHR laws and policies and holding duty bearers accountable to implementation of these laws.
  • Developing a policy brief on the discriminatory laws with recommendations to Government to reform, amend and repeal discriminatory laws, policies, regulations, and action plans to more effectively protect the rights of women and children, address discriminatory implementation of laws, ensure integration of SGBV/HP into SRHR, and address barriers to women’s and children’s access to essential GBV, VAC and SRH services.

    Deliverables/ Tasks:
  • An inception report on the content, methodology, and tools for analysing the existing national framework - laws, policies, regulations, and action plans to identify gaps, ensure non-discrimination, inclusiveness, and gender-equality.
  • A report on the ?analysis and review of the existing national framework - including laws, policies, regulations, and action plans – to identify gaps, ensure non-discrimination, inclusiveness, and gender-equality, as well as
  • For compliance with Uganda’s commitments to international norms and standards,

    Required Skills and Experience

    Academic qualifications:

  • A Master’s Degree in Law, Criminal Justice, Policing, Law, Human Rights, Gender, International Relations or related field.
  • Possession of a PHD in Law, Criminal Justice, Policing, Law, Human Rights, Gender, International Relations or related field is an added advantage

    Experience:
  • A minimum of 10 years of relevant professional experience in reviewing laws, policies, regulations, and action plans related to SGBV/HP and SRHR and women’s and girls’ rights.
  • Experience in developing mechanisms for monitoring compliance and ensuring accountability to set standards;
  • Experience in law development and enforcement or prosecution service would be an asset;
  • Working experience in/on the justice system of a developing country, specifically in sub-Saharan/East Africa would be an asset;
  • Experience working with the Ugandan justice system would be an asset;
  • Experience in conducting consultations with diverse stakeholders to elicit actionable information would be an asset;
  • Experience creating/editing documents for adoption/publication, and use by persons with varying levels of education would be an asset;
  • Experience working with the UN system would be an asset.

    Language:
  • Fluent level of written and spoken English;

  • Interested consultant should submit one technical proposal containing the following (to be uploaded as one file):

  • A Filled Personal UN Women P11 Form, indicating all experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references;
  • The financial proposal shall specify a total lump sum amount, and payment terms around the specific and measurable deliverables of the TOR.
  • Payments are based upon output, i.e. upon delivery of the services specified in the TOR, and deliverables accepted and certified by UN Women.
  • In general, UN Women will not accept travel costs exceeding those of an economy class ticket.
  • Should an International Consultant wish to travel on a higher class he/she should do so using their own resources.
  • Please provide a short (1000 words) writing sample, or link to a similar project that you have completed. Applications without sample/link will not be considered.
