Organizational Context

This job is found in WFP Ethiopia Country office and is based in the Addis Ababa Country Office.

Duties will be executed under the guidance and supervision of the Deputy Head of Programme, who is responsible for the operations in the Unit, and in close collaboration with the Deputy Country Director (Programme), the Head of Programme, and the Activity Managers and/or their delegates.

Key Accountabilities

  • Serve as Manager of the Operations Unit:
  • Coordinate the execution of the partnership and contracting processes for the Interim Country Strategic Plan (I-CSP) activities;
  • In collaboration with the Head/Deputy of Programme, the Budget & Programming, Supply Chain, and Donor Relations functions, support the preparation of annual implementation budgets under the WFP Interim Country Strategic Plan and Country Portfolio Budget (CPB) for each ICSP Activity.
  • In collaboration with the Head/Deputy of Programme and sub-delegated activity managers, prepare quarterly CPB activity expenditure plans to submit to finance and BPOs to ensure effective budget management and forecasting.
  • Support the Activity Managers to oversee and manage budget expenditures.
  • Prepare monthly activity expenditure reports, trend analysis and expenditure forecasts for Head/Deputy of Programme and delegated activity managers for budget monitoring and accountability purposes.
  • Coordinate with the Budget and Programming Unit on the regular sub-allotment of activity funds.
  • In collaboration with the Partnership (Ops Unit), Planning, and Reporting unit, ensure cooperating
    partner budgeting and invoicing meets corporate guidelines for accountability.
  • In collaboration with all Programme teams, prepare an annual Programme Unit procurement plan and budget.
  • In collaboration with Budget and Programme and Donor Relations, provide support for reporting to donors on grants and expenditures.
  • Represent the Head/Deputy of Programme as required in relevant budget management and governance discussions and functions.
  • Provide budget management training to activity managers, their delegates, and business support functions in the Country Office and Field Offices, based on need.
    Perform any other duties, as required.

    Experience
  • Experience translating operational requirements into financial information.
  • Experience preparing field level and similar agreements with implementing partners and reviewing and preparing budgets and reports for senior managers.
  • Experiencing producing and interpreting consolidated pipeline information, budgets, supply chain and operational plans.
  • Strong analytical skills; resourcefulness, initiative, maturity of judgment, tact, negotiating skills;
  • Ability to communicate clearly both orally and in writing;
  • Ability to work in a team, and establish effective working relations with persons of different national and cultural backgrounds;
  • Stamina and stress resistance, ability to support change management processes.

    Education:
  • Advanced University degree in Business Administration, Finance, Economics or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

    Experience:
  • At least five years of post-secondary professional experience in commerce, business administration, development, or food assistance support; has deepened technical knowledge through exposure to Programme technical teams.

    Technical skills:
  • Training and/or experience utilising computers, including word processing, spreadsheets, and databases

    General:
  • Knowledge of UN system policies, rules, regulations and procedures governing administration.

    Language:
  • Fluency in both oral and written communication in English.
  • Knowledge of the local language is added advantage.
