Job Purpose

WFPs programme in South Sudan aims to reach approximately 5 million people each year with both emergency and recovery assistance. The L3 emergency operation provides food and nutrition assistance for populations in crisis and delivers safety net programs such as food assistance for assets, purchase for progress, and school meals to food insecure people in more stable contexts.

In all its programmes, WFP seeks to employ the most efficient, effective, and appropriate transfer modalities, whether in-kind foo, cash-based transfers (CBT), or capacity development.

WFP is constantly looking for innovative solutions to address the root causes of food insecurity in South Sudan, and to respond to the challenges of delivering assistance efficiently and effectively in the County. WFP South Sudan has the aim of having a digital record of all the beneficiaries served, so that WFP can improve the efficiency and effectiveness of the operations.

WFP does this through biometric registration and import of beneficiary records from trusted partners and has the aim of a complete beneficiary registry of all the 5 million plus beneficiaries that WFP serves. Additionally, WFP aims to have digitally managed transfers to all these beneficiaries through a variety of transfer modalities and delivery mechanisms.

With these aims it is vital to the WDP South Sudan operation to have the beneficiary registry (SCOPE) be made up of non-duplicate people. WFP is seeking a programme Policy Officer to lead a team to be responsible for the maintenance and implementation of key strategies around unique identities.

The officer will be a person who can manage a broad set of operational and strategic processes and help to build both internal and external partnerships as WFP looks to strengthen the assurances around all its programming.

Key Accountabilities (not all-inclusive)

  • Generate ideas to promote/establish end-to-end solutions for Identity Management with an agile transformation vision for Programme operational excellence.

  • Support the Country Office in revamping the digitalization of the assisted people identities through different phases (targeting, registration, and distributions), aligning with the Country context and cost-effectiveness while
    maintaining the appropriate level of assurance.

  • Support the Country Office in introducing cost-effective delivery instruments for cash and In-Kind while fostering digital partnerships with other UN Agencies and NGOs to create an ecosystem where the shared data will improve people’s access to benefits and services across the humanitarian sector.

  • Support the rollout of the new identity management strategy and action plans nationwide to address the identified operational gaps.

  • Assist in the digitalization of other core processes around the delivery of CBT/food with a specific focus on improving assurances to ensure the right targeted vulnerable person receives the right entitlement at the right time.

  • Support with establishing and managing structures to raise issues and ask questions related to IDM solutions and operational support needs.

  • Deploy on a mission, provide field support, and deliver training often.

    Standard Minimum Qualifications

  • University degree or Advanced University degree in Engineering, computer sciences, economics, business, or related areas, or a first university degree supplemented by additional years of relevant work experience.

    Desired Experiences for Entry Into the Role

  • Minimum 3 years of relevant experience in a similar capacity, preferably in international organizations or development agencies.

    Other Specific Job Requirements

  • Good understanding of registries/management information systems.

  • Good understanding of humanitarian operations and ability to propose solutions to issues faced by them.

  • Ability to lead a diverse team in stressful work environments.

  • Good networking and communication skills required.

  • Track record in working in high-pressure environments and delivering consistently, high-quality results.
