  • This position is located in the United Nations Mission in South Sudan (UNMISS), Juba. Juba classified in the "E" category and as a non-family duty station .

  • The Training Officer (P-3) reports to the Chief of Unit, Training of the Integrated Mission Training Centre (IMTC).

    Responsibilities

    Within delegated authority, the Training Officer P-3 will be responsible for the following duties:

    •Implements the design, development, delivery and evaluation of training, learning and development programmes for field mission staff. These programmes encompass a range of activities including, inter alia, peacekeeping training courses, technical and substantive training, leadership and management training and organizational development courses.

    •Identifies need for new or modified training policies and practices, works with sections and mission staff to identify forthcoming training requirements and develops strategies to meet them. Provides inputs into the preparation and monitoring of the section training budget. Processes training proposals and requests and follows up with section training focal point to ensure that training guidelines are adhered to.

    •Develops and upgrades instructional/training materials for training, learning and development programmes, promotes the services of the Training Unit through various initiatives and marketing platforms and updates activities and accomplishments.

    •Provides advisory services to managers and staff, to ensure that training and development meets current needs and anticipates to the extent possible future needs. Develops tools and participates in the assessment of training needs, collection and collation of required inputs and preparation of relevant reports.

    •Collaborates with military and UN police training officers to ensure that an integrated approach to training and development is maintained and integrated training is developed and delivered to meet cross cutting needs.

    •Monitors and evaluates the effectiveness of training, learning and development activities and develops appropriate reports.

    •Coordinates the provision of administrative and logistical support for the delivery of training programmes and team activities; this may include completion of requirements in recruiting consultants and training service providers.

    •Coordinates the organization and conduct of development initiatives such as mentoring and capacity building for staff. Builds capacity of national training staff within the Training Unit.

    •Collaborates with other mission functions, including the Gender Advisor, HIV/AIDS Advisor, Staff Counselor, Protection of Civilians focal point and training focal points of other UN agencies, to ensure that cross cutting issues are incorporated into the design and development of programmes.

    •Coordinates and develops learning support
    mechanisms and activities for civilian staff, in line with the learning requirements of the Secretariat career support and learning strategy and other UNHQ-initiated programmes, as well as other departmental/mission initiatives directed at national staff capacity building.

    Education

  • An advanced university degree (Master’s degree or equivalent) in training or learning and development, management, business or public administration, education, social science or related area.

  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of five years of progressively responsible experience in workforce learning and development, administration, education, human resources management or related field is required.

  • Experience working in a multicultural and/or international work environment and/or a field mission is required.

  • Experience in a United Nations peacekeeping mission is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat.

  • For the position advertised, fluency in oral and written English is required.

  • Knowledge of Arabic is desirable.
