Org. Setting and Reporting

The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

This post is located in the Management and Operations Division.

Responsibilities

Under the supervision of the Director of Management and Operations Division, the incumbent will perform the following duties:

  • Supervision of country and regional Programme Officers;
  • Provide sound resource management services for programme implementation at UNHabitat country and regional offices.
  • Oversee and supervise the work programme of the programme officers in UNHabitat regional and country offices and evaluate their performance in timely manner.
  • Provide advice, guidance and training to new country and regional programme officers on budgetary and financial procedures and operating procedures for project implementation.
  • Provide updated reports /guidelines that have a a bearing on project design, project approval, project implementation and project evaluation at regional and country level.
  • Provide support to country and regional Programme Managers to ensure the monitoring implementation of projects to assure sound utilization of resources, proper financial accountability and timely reporting.
  • Promote information sharing among programme officers this involves organizing country and regional programme officers meeting as necessary.

    Financial and Budgetary Function:

  • Act as the Certifying Officer for the organization to ensure that proposed obligations and expenditures are in accordance with the budget and established regulations and rules.
  • Ensure that budgetary management control and monitoring of core regional allotment for country and regional officers are carried out.
  • Oversee management of country and regional projects implementation.
  • Define requirements with respect to improving budget reporting systems and cost effective utilization of programme resources.

    Human Resources and General Administration:

  • Ensure timely action at Headquarter on administration of human resources in country and regional offices.
  • Oversee the timely provision of goods and services for regional offices by supporting the procurement processes. This includes close liaising with various sections in UNON.
  • Support the administration of Delegated Authority for country and regional offices.

    Monitoring and Reporting Functions:

  • Manage information on the status of project delivery, income generation and income forecast.
  • Coordinate actions required for country and regional offices adequate use of the PAAS.
  • Perform other related work as reasonably required.

    Education
  • Advanced university degree (Master's degree or equivalent) in Finance/Accounting/Business Administration.
  • A first level university degree with relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
  • CPA or equivalent qualifications will be an asset.

    Work Experience
  • Having a minimum of 10 years of experience in complex managerial, finance or administrative functions preferably in the UN system.
  • At least 4 years of experience in technical cooperation project/programme implementation.
  • Practical experience in development, implementation and management of projects is required.
  • Familiarity with the Integrated Management Information System (IMIS) and the Enterprise Resource Planning (ERP) are required.
  • Understanding of UMOJA and IPSAS is an asset.

    Languages
  • English and French are the working languages of the United Nations Secretariat.
  • Fluency in English is required.
  • Knowledge of other UN official language(s) would be a strong advantage.
