This position is located in the United Nations Office for the African Union (UNOAU).

The Security Coordination Officer reports to the Senior Planning Officer, Rule of Law of UNOAU.

Responsibilities

Under the Supervision of the Senior Planning Officer, Rule of Law and in Coordination with to the Departments of Peacekeeping Operations/Safety and Security, the Security Coordination Officer will perform the following duties:

  • In support of the Head of the UN integrated office in Addis Ababa, the incumbent will provide strategic and operational advice for capacity-building of the African Union (AU) Commission in the substantive area of civilian personnel security associated with mission planning and management of AU peacekeeping and other field operations.
  • Provide support to the AU Safety and Security Division for development of AU staff security management concepts and systems, in collaboration with Department of Safety and Security (DSS) at UN Headquarters.
  • Provide strategic and operational advice to the AU in the substantive area of civilian personnel security in mission planning and management of AU peacekeeping and other field operations;
  • Assist in the assessment of security requirements and the identification of AU needs and advise AU staff on potential security concerns;
  • Support the AU in the identification, development and conduct safety and security related training for AU staff at the HQ and in the field.
  • Reviews and monitors activities related to preparation of security plans for the AU missions including all aspects related to elaboration, development and updating of the plan and, if necessary, its implementation.
  • Advises the AU with regard to all security-related matters and participates in discussions and development of policies and procedures for security operations, contributing inputs related to assigned areas of responsibility.
  • Support the AU in the maintenance of continuing awareness of prevailing local security conditions, identifying probable threats and advising AU leadership on appropriate preventative steps.
  • Support the AU in the development of evacuation plans for its civilian staff at the AUC, regional offices and ongoing missions.
  • Advice the AU in the monitoring and evaluation of office physical security measures, such as barriers, issuance of identity cards, background checks, and entry controls, as appropriate, for normal or emergency conditions.
  • Advice the AU in the evaluation of the effectiveness of prevailing fire safety measures in effect in assigned areas of responsibility, including fire prevention devices, fire-fighting equipment, and evacuation plans.
  • Advice the AU in ensuring the availability of emergency communications by making periodic checks to determine if system
    is functioning properly.
  • Establishes procedures for and supervises investigations and reporting of accidents involving UN vehicles and investigation of security-related incidents involving UN staff members or eligible dependents.
  • Maintain a technical line of communication to DSS at Headquarters in New York; and work closely with other integrated office UN planners on interface issues of AU civilian security risk management with military and police risk management/force protection; perform other duties as required.

    Education
  • Advanced university degree (Master’s degree or equivalent) in Security Management, or business administration management, Political/Social/Military or international relations with a focus on Security Management related field.
  • A first level university degree with a combination of two additional years of qualifying experience in Military, Police, or Security Management may be accepted in lieu of the advanced university degree.

    Work Experience
  • A minimum of seven years of progressively responsible experience in the Military, Police or Security Management is required; of which at least five years must be progressively in more senior experience in security planning, operations, or in security administration, or similar entities, within military, police or security organization.
  • At least two years of experience in managing multiple and diverse military, police or security units operating in a conflict or post conflict environment; and at least one year experience and exposure at the international level is also required.

    Languages
  • English and French are the working languages of the UN Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is desirable.
