    Org. Setting and Reporting

    The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the representative office of the Secretary-General.

    UNON performs representation functions with permanent missions, the host government and governmental and non-governmental organizations in Nairobi.

    UNON supports programme implementation of the UN Environment Programme (UNEP) and the UN Human Settlements Programme (UN-HABITAT) globally, as well as other UN offices in Kenya, by providing administrative, conference and information services

    This position is located within the Replacement of Office Blocks A to J project at the United Nations Office at Nairobi (UNON).

    The A to J project is a multimillion-dollar, multi-year undertaking that would entail construction of a building development that replaces the existing office blocks A to J and includes the implementation of flexible workspace strategies at all remaining office blocks located on the Gigiri Complex.

    The project will be multi faceted and the Project Manager will oversee and coordinate all aspects of the project.

    Responsibilities

  • Takes the lead in developing, managing, coordinating and evaluating the Replacement of Office Blocks A to J project in coordination with DMSPC-GAMPS, the Project Owner (DG) and relevant project stakeholders by:
  • Ensures progress on time and budget while mitigating key project risks by applying relevant expert knowledge of the design, construction and project management methodologies.
  • Oversees the management of the project, reviewing and approving related design and construction activities, programming, acquisitioning, contracting, scheduling, cost estimation, quality control and contract administration, which includes relocation of business functions and reorganization of office space, while ensuring business continuity of operations at the UNON complex throughout the construction.
  • Oversees the work carried out by the project team and administrative tasks necessary for implementation of the project and functioning of the project team.
  • Provides expert technical advice on activities and matters related to the A to J project work programme, including the management of the project costs, such as bill of quantities and time control procedures, as well as the validation of any change order to contracts.
  • Coordinates with the Facilities Management Section (FMTS) to ensure activities are not interrupted by other activities by liaising with all parties, contractors, UN staff on activities related to major structures, waste disposal systems, water supply and treatment facilities, electrical power generation and distribution systems, environmental control systems, information technology systems, security and related structures and activities in the logistics and operational support of UNON .
  • Coordinates activities related to all budget and funding (programme/project preparation/reports that includes work programme, programme budget).
    g) Leads problem resolution and disputes by identifying priorities, problems and issues to be addressed and proposes corrective actions.
  • Coordinates with FMTS on specification, detailing and installation of major building systems/ services and in turn ensures seamless integration and training with regards to mechanical and general maintenance of systems/ services introduced as a result of A to J project.
  • Directs, coordinates and supervises all various written outputs to the Project Owner (Director General and Director of the Division of Administration of UNON, UN Headquarters, and other entities) by:
  • Provides cost estimates, costs reports, cost analysis worksheets, owners' reports from project consultants
  • Analyses and preparing periodic project progress reports to the Director General and Director of the Division of Administration of UNON, UN Headquarters, and other entities, as required.
  • Preparing concise reports to intergovernmental bodies (e.g. as the Advisory Committee on Administrative and Budget Questions, and the General Assembly, internal and external audits.
  • Serves as a lead and establishes collaborative partnership with key
    officials (within the UN and local authorities), .e.g. , fire department, roads/ infrastructure departments, utilities services, governing/oversight/audit bodies to ensure adequate exchange of information and provision of full assistance on infrastructure and related support matters.
  • Develops and provides expert advice on the establishment and implementation of the project management plan in all phases, and the review and recommendations of all design and construction contractual arrangements relating to engineering support requirements and other project related aspects, including site operations, project guidelines, policies, procedures and performance standards.
  • Ensures effective utilization, managing, guiding and development of staff (engineering staff, support staff under his/her supervision.)
  • Performs other related duties as required.

    Education
  • Advanced university degree (Master's degree or equivalent) in project management, engineering and/or architecture or related field is required.
  • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • PRINCE II certification for project management and/or professional certification/membership of chartered institutes such as the Project Management Institute (PMI) and Professional Engineering or Architectural Institute is desirable.

    Work Experience
  • A minimum of ten (10) years of progressively responsible experience in planning, implementing and managing of large-scale architectural, engineering and/or construction projects, is required.
  • Senior level responsibility for the management of one or two large-scale construction or major renovation projects of equivalent campus style office or related premises on time and budget, is required.
  • Related experience at the international level and/or additional experience with project scheduling, cost control, monitoring and/or reporting of complex construction or major renovation projects, is highly desirable. Proficiency/experience in MS Project, or equivalent project management tools, is desirable.

    Languages
  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
  • Knowledge of another official United Nations language is an advantage.

    Special Notice
  • This is a project post.
  • Appointment against this position is for an initial period of one year.
  • Extension of the appointment is subject to extension of the mandate or the availability of the funds.
  • Staff Members are subject to the authority of the Secretary-General and to assignment by him or her.
  • In this context, all staffs are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
