Org. Setting and Reporting

These positions are located in Regional Desks in the United Nations Development Coordination Office (UNDCO).

The incumbent reports to the Senior Programme Officer and works in close coordination with the Business Management Branch and Country Business Strategy Section at UNDCO Headquarters.

The Regional Desks are located in Africa (Addis Ababa), Arabe States (Amman), East and Central Asia (Istanbul), and Asia Pacific (Bangkok).

Responsibilities

  • Within delegated authority, the Programme Officer (Administration and Business Operations Strategy (BOS)) provides substantive support to regional Operations Management Team (OMT) and in particular in the scaling of the Business Operations Strategy (BOS) and Common Back Office.
  • In addition, the Programme Officer will provide administrative support to the Regional UNDCO office, as needed.

    More specifically, the Programme Officer will:

  • Provide substantive support in the development of Business Operations Strategies as well as the establishment of Common Premises.
  • Provide Quality Assurance of the BOS and CBO frameworks relevant to the region, in close collaboration with UNDCO HQ and the UNSDG BOS TWG.
  • Monitor BOS implementation in countries, identifying bottlenecks and facilitating solutions, and contribute to scaling up of innovations at country and regional levels.
  • Liaise with UNDCO HQ on issues that need resolution and recommends solutions from reports on best practices.
  • Take the lead in providing operational support for the UNDCO regional office, including all aspects related to the administration of human resources activities, preparation and implementation of the work programme, procurement, travel and management of office space.
  • Monitor and review the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinate the production of programme reports.
  • Facilitate the provision of policy guidance and assist in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, enabling improvements in operational support and capacity to deliver the SDGs.
  • Research, analyze and present information gathered from diverse sources; perform regional analysis and modeling; promote common data sets at country and regional levels.
  • Undertake survey initiatives; design data collection tools; review, analyze and interpret responses, identify problems/issues and prepare conclusions.
  • Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provide substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertake outreach activities; conducts training workshops, seminars, etc.; make presentations on assigned topics/activities.
  • Participate in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Perform other duties as required.

    Education
  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience
  • A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area, is required.
  • Three years of experience working with UN (or a comparable international organization) systems policies, practices and procedures is required.
  • Experience in the UN inter-agency collaboration and development cooperation is desirable.
  • Knowledge of Business Operations Strategy and common back office operations is desirable.
  • Experience in operations management is desirable.
  • Experience in the UN system or a comparable international organization is desirable.
  • Experience working at the headquarters of a development cooperation organization is desirable.
    Field experience in development cooperation is desirable.

    Languages
  • English and French are the two working languages of the United Nations Secretariat.
  • For the post advertised, fluency in English is required.
  • Knowledge of another UN official language is an advantage.
