Consultancy for Evaluation of the United Nations-African Union Hybrid Operation in Darfur (UNAMID)

Background and Objectives

The Office of Internal Oversight Services (OIOS) assists the Secretary-General in fulfilling his oversight responsibilities in respect of the resources and staff of the United Nations (UN) through internal audit, monitoring, inspection, evaluation and investigation services.

The role of OIOS Inspection and Evaluation Division (IED) is to help assure Secretariat programmes’ accountability for attaining their mandates, while in the process foster institutional learning, and improvement, through reflection by programmes and Member States on performance and results.

The Peacekeeping Evaluation Section at IED is tasked with assessing the relevance, efficiency, effectiveness and impact of the 14 UN peacekeeping operations around the world.

The United Nations-African Union Hybrid Mission (UNAMID) was established in 2007 by the Security Council Resolution 1769 on the grounds that the ongoing conflict in Darfur was constituting a threat to international peace and security.

Attributing to an overall improvement in security situation in Darfur over the past several years, the Council in its resolution 2429 in 2018 mandated UNAMID to transition from peacekeeping to peacebuilding by way of handing over tasks to the United Nations Country Team (UNCT) and the Government of Sudan, and to exit the host country no later than June 30, 2019 provided that there is no significant change in the security situation in Darfur and key indicators are fulfilled.

OIOS-IED is currently conducting an independent evaluation of efficiency and effectiveness of the UNAMID transition. The consultant will serve as the member of the evaluation team during the conduct phase and substantively undertake methodological work.

Work assignment

This consultant is requested
to undertake the following activities:

  • Review reference documents;

  • Refine the evaluation methodology including design and development of survey and interview guides for the sampled stakeholder groups, organizations and beneficiaries, in consultation with OIOS-IED;

  • Participate in the conduct of in-person and group interviews with stakeholders and beneficiaries in field locations;

  • Support the evaluation team in the analysis and identification of emerging findings from survey and interviews, and draft inputs on results and conclusions for the evaluation report;

  • Support any other exchanges, discussions, and meetings with relevant officials and stakeholders through emails, video-conferencing and telephone.

    Evaluation ethics

  • The evaluation will be conducted in accordance with the principles outlined in the UNEG “Ethical Guidelines for Evaluation”. The evaluator should demonstrate independence, impartiality, credibility, honesty, integrity and accountability to avoid and bias in the evaluation.

    Qualifications

  • An advanced university degree (Master’s degree or equivalent) in political science, international affairs, social sciences, law, business administration or a related field;

  • At least 7 years of relevant professional experience in research, design and management of evaluation processes with multiple stakeholders;

  • Demonstrated experience in qualitative and quantitative data collection and analysis skills including survey and research methodologies, data visualization tools and analytical writing are required;

  • Proficiency in NVivo and Excel and knowledge of SPSS are desirable;

  • Prior experience in the UN system, familiarity with the UN peacekeeping and peacebuilding activities are desirable;

  • Fluency in English (reading, writing and speaking) is required. Knowledge of Arabic is an advantage.
