UN National Human Rights Officer Jobs in Ethiopia

Under the responsibility of the Regional Representative of OHCHR, the incumbent will perform the following duties:


  • Participate in the development of the OMP and AWPs for OHCHR -EARO
  • Take part in the implementation of human rights projects related to countries covered by the Office of the High Commissioner of Human Rights – East Africa Regional Office of (EARO);
  • Translate legal and human rights documents from local language into English and vice versa on different human rights related topics for reference and use by the EARO;
  • Interpret from local language into English and vice versa in meetings, interviews and on missions;
  • Follow up the daily developments on human rights and the administration of justice, and conduct legal research on matters with special emphasis on the justice system of the countries covered by EARO;
  • Conduct research on various issues concerning human rights, including gathering information from various sources, communications and publications; with a particular focus on the office’s thematic priorities.
  • Assist EARO in organizing meetings and training for relevant partners as well as in the preparation of reports;
  • Maintain good working relations between EARO and national partners working on human rights issue, especially the judiciary, CSOs, national human rights institutions and UN agencies.
  • Assist EARO in the evaluation of human rights projects as well as organization of human rights promotional activities.
  • Assist EARO in strengthening collaboration between UN HR mechanisms and AU Regional HR Mechanisms (ACHPR, CERWC, ACJHR)
  • Assist in the establishing and updating a database of human rights resource persons, and human rights institutions;
  • Perform other duties assigned by the Regional Representative, as required.

    Summary of Key Functions

  • Implementation of programme, annual work plan and cost plan
  • Follow up on human rights development, including HRC/ACHPR resolutions
  • Promotional Activities, including arranging workshops and seminars
  • Follow up on the implementation of UN Treaty Bodies recommendations.
  • Follow up on the implementation of the AU Regional Mechanisms recommendations;
  • Mainstream a human rights based approach (HRBA) into UNECA Programmes.
  • Mainstream human rights in the UNDAF processes for Ethiopia, Tanzania and Djibouti and provide human rights advice to the UNCTs and the RC/HCs;
  • Mainstream human rights in Peace and Security Operations and assist AU/DPA and AU/PSOD
  • Support the process of research on and compiling and analyzing the recommendations of the treaty bodies, the Universal Periodic Review (UPR) and the Special Procedures Mechanisms;
  • Research on and compile and analyzing reports, resolutions, decisions, press releases of the African Commission on Human and Peoples’ Rights, the African Court on Human and Peoples’ Rights, the Committee of Experts on the Rights and Welfare of the Child (CERWC), among others;
  • Participating in and preparing the minutes of the Human Rights Sub-Cluster of the African Governance Architecture (AGA), the EARO/AU DPA retreats, and other bilateral meetings between the Head of the Office, the Regional team leader with the Heads and staff of the UN Agencies sisters;
  • Preparing Power Points Presentations for the Regional Representative and Regional Team leader to provide technical support and advisory services
    to the African Union and its organs, the various departments of the AU Commission based on the outcome of the Second Dialogue on Human Rights between AUC-DPA and OHCHR as well as based on the UN Human Rights Council Resolutions 12/15 and 18/14;
  • Assisting in the implementation of the 10 Year Human Rights Action Plan of the AU
  • Preparing Project Proposals to take advantage of the RPTC funds for the implementation of the regional activities;
  • Assist in preparation of project proposals
  • Preparing draft reports, briefing notes and correspondences for the consideration of the Regional Team Leader;
  • Supporting the work of thematic mandate holders and treaty bodies as well as planning visits for the respective OHCHR and HRC staff attending the AU meetings;
  • Participating in office staff meetings, retreats and other relevant meetings; and
    Carrying out any other tasks assigned by the OHCHR-EARO AU/ECA/Regional Team Leader and the Head of Office.

  • Good knowledge of a wide range of human rights issues;
  • Good knowledge of institutional mandates, policies and guidelines related to human rights; Good analytical and research skills;
  • Ability to evaluate and integrate information from a variety of sources and assess their impact on the human rights situation in the assigned region/country.
  • Good knowledge of the African Union and the African Regional Human Rights System would be an asset;

  • Education: Advanced university degree in Law, Political Science, International Relations or other disciplines related to human rights.
  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree
  • Experience: At least 3 years of progressively responsible work experience in human rights, international humanitarian law and legal matters.
  • Human Rights related experience within the United Nations is an advantage.
  • Language Requirements: Fluency, good written and analytical skills in English and Amharic is essential.
  • Fluency in French would be an asset.
