UN Information Management Officer Jobs in Entebbe - Uganda

The mandate of the RSCE is to provide operational support to the missions in Central and East Africa. The RSCE employs a Service Line approach with a process-based approach better suited for high volume transactions, a standardized service delivery with equivalent outcomes for all client missions.



The emphasis is on enhanced client satisfaction rather than functional requirements, demonstrated mainly by faster processing times for high quality transactions.
It also serves to strengthen accountabilities through:

  • Clearly defined service delivery expectations linked to roles and responsibilities established within the service level agreements
  • Increased ownership of end-to-end processes and key performance indicators (KPIs)
  • Better contribution to achievement of the objectives formerly set out in the Global Field Support Strategy.


    This position is located in United Nations Regional Service Centre, Entebbe within the Systems, Quality Assurance and Performance Reporting Unit and the incumbent will report to the Chief of the Unit.


    Responsibilities


  • Provide technical guidance to ensure that data quality and data governance in operational information management and performance reports are followed to drive the quality, consistency and standardization of information management and performance reporting across the RSCE.
  • Identify and translate business requirements into system solutions in collaboration with key stakeholders, ie RSCE management and its client missions.
  • Consolidate raw data from multiple system into a single database, transform data through SQL and DAX programming, produce charts, graphs or tables for insertion into quarterly Key Performance Indicator reporting by service lines.
  • Track progress achieved in key performance indicators (KPIs) during reporting cycles in terms of data acquisition, processing and integration into final draft report and their reasonability with actual performance.
  • Ensure timely delivery of solutions that provide critical business information in the most efficient and effective manner; identify issues and take corrective actions to ensure the RSCE goals are achieved and clients are satisfied.
  • Contribute to the design and enhancement of report, information management policies and procedures to ensure effective data governance.
  • Document data sources and methodologies used to calculate each KPI methodologies, prepare user manuals and training materials to support all development efforts of Key Performance Indicators and reports.
  • Produce quarterly consolidated performance dashboards by categories of staff and individual missions for steering committee meetings.
  • Provide the budget team with consolidated annual performance data and information by categories of staff, broken down by mission and reconciled with KPI reports published annually for the RBB (results-based budgeting) Framework performance reporting.
  • Play a leading role in the optimization and automation of reports, as well as related process improvement and cost reduction projects.
  • Support end-users in data manipulation and reporting, and possibly develop customized reports and applications to track performance.
  • Perform the role of alternate RSCE Security Liaison Officer.
  • Perform other work-related duties as may be required.

  • Ability to use advance Excel programme with excellent knowledge in data manipulation using Visual Basics, Power Pivot, Pivot tables, and Conditional Formatting
  • Ability to drive standardization and service delivery by monitoring and reporting performance against targeted service levels.

    Education

  • A high school diploma or equivalent is required. a technical and vocational certificate in Information Technology , Advanced ERP Business Intelligence Report Development or related area is required.
  • A first-level university degree in Business Accounting, Finance or Information Technology is an asset.
  • IPSAS Certificate is desirable. Certificate or diploma in Umoja Security Liaison Officer Certification, Local Process Expert Certification in Human Resources, Finance and Travel or related area is desirable.
  • A minimum of ten (10) years progressively responsible experience in finance, accounting, project management and implementation of new administrative and business process re-engineering systems or related area is required.
  • Experience in data governance and developing Key Performance Indicator reports is required.
  • Experience in monitoring and reporting on the implementation of projects is desirable. Knowledge of United Nations Human Resources structure and processes, United Nations Financial Rules and Regulations, and Big Data Analysis in a field office or Global Service Delivery is desirable.
  • Experience in project management tools, best practices and methodologies is desirable. Experience as (Umoja) SAP Security Liaison Officer is desirable.
  • Experience in SQL and DAX programming is desirable. Experience in SAP advanced technical and operational functionalities is desirable.
  • The minimum years of required experience is reduced to five years for candidates who possess a first-level or advanced university degree.
  • English and French are the working languages of the United Nations Secretariat.
  • For the position advertised, fluency in written and spoken English is required.

    Assessment

    Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
