UNHCR has been supporting healthcare to Urban refugees implemented by NCCK and utilizing existing Public and Faith Based facilities.

The burden of health financing has been heavy on the operation which limited volume and scope of services. However, with strengthening of NHIF in Kenya in 2014, UNHCR started enrolling refugees through NCCK and by end 2018, the enrolled population had reached 8771 Families.

With requirement to do more cash based interventions, UNHCR want to implement this project directly but also have the capacity to enhance access and optimize utilization.

It is for this purpose that the 2 posts of Senior Medical Assistant are needed.

Accountability

  • Ensure enrollment of PoC to NHIF
  • Ensure timely processing and payment of premium
  • Enhance and monitor utilization of services – This includes pre-authorization of exceptional conditions

    Responsibility
  • Under the supervision of the Senior Public Health Officer, and the overall supervision of the Assistant Representative, Programme, the incumbent will carry out the following duties;

    Urban Refugees

  • Mobilise and facilitate that refugees enrol with National Health Insurance Fund under the sponsorship of UNHCR.
  • Monitor the performance of the system for the current refugee clients in the Urban programme.
  • Support the operation in Kakuma in the sensitisation and enrolment of camp based refugees in the NHIF.
  • Support any enrolled client to access services and/or secure pre-authorization from NHIF as required.
  • Ensure timely reception of pro-forma invoice from NHIF and processing through programme and finance sections.
  • Closely monitor and provide monthly reports on access and utilization of health insurance cover.
  • Work closely with Livelihood section to enhance linkage between livelihood intervention and health insurance with the aim of
    enrolled refugees pay their own premium if self-reliant.
  • Authority (decisions made in executing responsibilities and to achieve results)
  • Projection of premium to be paid
  • De-registration with(out) replacement of cases that have departed

    Essential Minimum Qualifications and Experience
  • Diploma in Nursing, Clinical Medicine, Health Records, HMIS or equivalent.
  • 5 years experience in the medical or health insurance field.
  • At least three years with refugee programmes or Community based health services.
  • Previous work experience with Humanitarian and/or development agency is desirable.
  • Fluency in English and Kiswahili.
  • (In offices where the working language is not English, excellent knowledge of working language of duty station and working knowledge of English.)

  • Understanding of the concept of social integration of refugees and host community.
  • Working knowledge of health insurance schemes.
