Oxfam currently operates via eleven area offices in nine former states (Upper Nile, Unity, Jonglei, Lakes, Eastern Equatoria, Central Equatoria, Western Equatoria and Western Bahr-el Ghazal, and Northern Bahr el Ghazal.Represent OXFAM and the Programme at all relevant donor and stakeholder meetings.
Oversee the planning and implementation of all programme activities and set high quality performance targets ensuring adherence to technical standards, best practices, Partner Affiliate requirements and donor guidelines;
Ensure strong communication and coordination between OXFAM technical Experts, Field PMs, and Implementing partners as a means to effectively achieve the HARISS/resilience programme objectives;
Ensure design, implementation and oversight of strong MEAL systems using OXFAM tools and resources in order to demonstrate that Oxfam is able to deliver successful adaptive programming;
Work with MEAL Coordinator and OXFAM SS Program Quality Coordinator to effectively integrate ICT4D as a tool for data collection and management;
Collaborate with the HARISS MEAL Coordinator, ELFSS, all relevant Staff including Partner staff, etc and direct the measurement, documentation, analysis and reporting of project performance and outcomes that help meet third party and internal monitoring deliverables and contribute to wider resilience innovation and learning. ;
Facilitate a better understanding of which approaches are working, under which conditions and which activities need to be redefined or strengthened under each result;
Direct and Coordinate development of monthly and quarterly narrative reports;
Develop and refine quantitative and qualitative data collection instruments and maintain project information database.
Conduct routine data quality assurance process to maintain adequate quality control in all aspects of MEAL from data collection to results’ reporting.
Conduct supportive supervision visits to observe, monitor and provide guidance and quality feedback on the use of data and indicators; and
Lead the documentation and reporting of assessments, lessons learned and best practices for dissemination to relevant stakeholders.
Participate in relevant MEAL technical working groups and coordinating bodies in South Sudan as appropriate.
demonstrable experience of successfully managing staff, particularly managing technical specialists, to deliver support to the programme"
Ensure compliance with donor and agency MEAL requirements
Technical Skills, Experience & Knowledge
5 to 10 years of experience in international organizations and humanitarian settings, specifically in Emergency Food Security Vulnerability Livelihoods (EFSVL), Resilience, Livelihoods, Emergency related programme management with a strong focus on MEAL Systems and capacity building.
MA in development, international relations, sociology, economics or any relevant field.
Directing the MEAL actions, and will have knowledge and experience in performance and impact evaluation designs, methodologies and practical applications, including baseline data collection methodologies.
Previous experience in working with local actors in a conflict/fragile country and previous experience in overall multi-sectoral programmes that focus on Food security and Livelihoods, capacity building of CBOs, and experience in managing similar programmes.
A solid experience in MEAL systems design, implementation and Monitoring including adaptive programming in highly uncertain/fluid contexts.
Strong level of computer literacy (Microsoft Word, Excel and Power point);
Excellent interpersonal and problem-solving skills, creativity and flexibility;
Comfortable in a multi-cultural environment, flexible and able to handle pressure well;
Good knowledge of the humanitarian and development sectors in South Sudan, and the relevant INGO’s, NGO’s, UN, and Governmental institutions.
Flexibility in working overtime and travelling to remote/hardship locations when needed.
Full proficiency in spoken and written English required.
