The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for human settlements.

It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

This post is located at the Land and GLTN Unit, located within the Urban Legislation, Land and Governance (ULLG) Branch of UN-Habitat, the objective to develop, test and disseminate pro-poor and gender responsive approaches in regard to urban land, innovative residential tenures, affordable land management/administration systems, and land related regulatory/legal frameworks and tools.

Land and GLTN Unit will be embarking on its GLTN Programme - Phase 3, for the next six years.

Phase 2 has focused on increased implementation at country level in conjunction with governments and other in-country partners; regional and country offices in UN-Habitat; and international partner organizations with their national networks.

Phase III will prioritize ongoing work to sustain the global commitments secured in Phases 1 and 2, in particular building on the momentum gained through the VGGTs, SDGs and New Urban Agenda; continue with capacity development by using the tool development process;

Approach in-country work very strategically; and focus on catalytic in-country application of tools and empowering partners to apply the tools and draw lessons to feed the global process and normative work.

In this context Land and GLTN Unit is seeking to hire a Temporary Staff member to work with a team of core staff members to close the accounts for GLTN Programme Phase II and set the stage for the implement the GLTN Programme Phase 3.

Responsibilities

Over a period of 3 months, the Temporary Staff Member reporting to the Programme Management Officer in the Land & GLTN Unit of Urban Legislation, Land & Governance Branch of UN-Habitat, will be responsible for the following functions:

  • Performs, under minimal supervision, the full range of finance and grant management support functions including the closure of all relevant projects and grants in Umoja including pass-through grants for GLTN Phase II Programme;
  • Assist in financial analysis including cash flow forecast and outstanding commitment items such as payments to vendors, consultants and implementing partners;
  • Assist in monitoring budget/work programme with respect to the GLTN Phase II Programme budget, including the reallocations of resources as necessary;
  • Collect data from relevant databases and prepare customized financial reports;
  • Review, analyse and assist in the finalization of cost estimates and budget proposals, in terms of staff and non-staff requirements of the Land & GLTN Unit, for preparation of GLTN Phase III;
  • Monitor financial resources, including review of Expenditure Reports from Implementing partners, ensuring compliance with the agreements
    of cooperation and established work plan and payment schedule;
  • Assist in finalization of budget performance reports, analysing variances between approved budgets and actual expenditures;
  • Assist in monitoring and reconciliating inter agencies accounts within the UN system;
  • Any other financial and grant management functions as deemed necessary.

    Education
  • High school diploma or equivalent is required. A degree in Finance, Accounting, Economics, Business Management or any related discipline.
  • Relevant training related to Finance and Accounting would be desirable.

    Work Experience
  • A minimum of 5 year of progressively relevant experience in financial and accounting is required.
  • Good computer skills (Microsoft Office Windows Applications) required. Familiarity with the ERP system currently used by the UN is desirable.

    Languages
  • English and French are the working languages of the United Nations Secretariat.
  • For the position, fluency in oral and written English is required.
