UN Diplomatic Police Liaison Officer Jobs in Nairobi

Once recruited, the Consultant is expected to contribute towards:


  • Reduction in response time to incidents involving UN staff members and their eligible dependents
  • Increased number of promptly and sufficiently investigated cases involving UN staff members
  • A credible fundraising strategy aimed at having a better resourced Diplomatic Police unit, with more
    patrol vehicles and work tools.
  • A more responsive and coordinated Diplomatic Patrol system in place
  • Demonstrated efficient utilization of UN provided resources to DPU.
  • Regular meetings with members of residential interaction and coordination with members of residential associations.

  • Assignment contract - 12 months initial with a possibility of extension upon certification of satisfactory performance.

    The assignment is at level B.


    Duties and Responsibilities

  • Assist all UN Agencies, Funds and Programmes with requests for support to the DPU, Nairobi District Police Units and other Government Security Agencies.
  • Improve the established lines of communication between the UN, Diplomatic and Private Sector communities to better collect and share information relative to criminal and suspected terrorist activities in Kenya, including a direct line to UNON Security and Safety Services Security Control Room and an email/Internet connection.
  • Monitor the deployment and utilization of the UN led operational concept vehicles to ensure their operational effectiveness.
  • Explore further avenues through which the UN-DPU operational concept could be improved or expanded. This may include coordinating any related fundraising efforts among members of the international community.
  • Ensure that the operational concept vehicles are well maintained and adequately equipped and facilitated to meet the clients’ expectations.
  • In liaison with the DPU Commandant, assist in managing the DPU budget as well as maintain an inventory of items purchased from the Cost Shared budget.
  • Assist the UNDSS Chief of Security Information Operations Centre (SIOC) in ensuring that there is close cooperation and mutual support between UNDSS, DPU and other Government Security Agencies.
  • For the security of UN staff member’s residences, assist as an Advisor to the Private Security/Police cooperative ride-along programme, where DPU Officers accompany Private Security Mobile Response Teams on patrol 24/7 in Nairobi.
  • In close coordination with the Chief of Security Information Operations Center, assist in collating information through the DPU and other Government Security Agencies for all areas in Kenya where UN programs and projects are or planned to be implemented.
  • Provide Situational reports and briefings as and when required.
  • Act as a liaison point between United Nations Office at Nairobi Security Safety Services, Investigations Unit (SSS-SIU) and DPU on the investigation of serious matters including crime committed against or arrests and detention of staff members and their eligible dependents.
  • Follow-up, through DPU, on serious Crime and Road Traffic Accidents affecting UN staff and dependents within and/or outside Nairobi.
  • Member of the UNDSS Kenya Security Cell and Member of the Diplomatic Security Liaison Group.
  • Member of the DPU/Private Security Community Policing committee.

  • Any other duties assigned by the Deputy Security Advisor for Kenya or the Designated Official for Security (Kenya) specific to the Police Liaison Office position.

    Skills:

  • Evaluation of qualified candidates will include a substantive assessment which will be
    followed by a competency-based interview.
  • Academic Qualifications: An advanced university degree (Master's degree or equivalent such as a senior command and staff qualification) in security management or business administration, political/social science or international relations with focus on security management.
  • A first-level university degree in combination with five additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree.

    Experience:

  • A minimum of five years with advance university degree (seven years with a first-level university degree) of progressively responsible experience in the military police, police or security management is required.
  • A minimum three years of experience in close protection management at least at the level of a close protection team leader within governmental special services, military police, police or security organizations (national or international) is required.
  • At least two years of experience and exposure at the international level is desirable.

    Language:

  • English and French are the working languages of the United Nations.
  • For this post fluency in oral and written English is required; working knowledge of other official UN language is an
    advantage.


    Additional Information

    With regard to coordination with the UNDSS Chief of Security Information Operations (SIOC) Centre, the Liaison Officer can collect information for SIOC but should not collate information.

    The DPU Liaison Officer can only request through the DPU information from other Government Security Agencies.

    Collecting of information from other Government Agencies will be assigned to core positions within UNDSS Kenya, such as the Principal Security Adviser, Chief Security Information Operations Centre, Field Security Coordination Officer, Nairobi, and UNON Security and Safety Services, Investigations Unit.
