Background

Ghana has a rich tradition of social protection interventions aimed at alleviating and reducing poverty.

Although the National Social Protection Strategy developed in 2007 and revised in 2012 had significant positive impacts on poverty reduction, it was the Social Protection Rationalization Study (2013) and the diagnostic processes used to formulate the Medium-Term National Development Framework (GSGDA II) that highlighted the need for a holistic National Social Protection Policy.

The MoGCSP led the development of the policy which was approved by Cabinet in 2015.

Responsibilities

  • Provide strategic guidance/advise to the Social Protection Director as may be required during the contract period
  • Facilitate Collaborative work with Civil Society Organizations on Social Accountability in the delivery of Social Protection
  • The Social Protection Policy recognizes the important role played by CSOs in social protection delivery.
  • The policy prescribes roles for CSOs specifically in monitoring policy and programme implementation.
  • Based on a social protection CSO mapping exercise conducted by UNICEF earlier this year, the unit seeks to engage relevant CSOs on social accountability in the delivery of social protection that is systematic, results based and sustainable. The Consultant will be expected to:
  • Provide advice on the mechanisms of engagement/forms of partnerships with relevant CSOs;
  • Guide the development of capacity building materials for relevant CSOs in social accountability;
  • Work with CSOs to develop a roadmap for their engagement with UNICEF on social accountability;
  • Provide guidance for establishing partnership between Government and CSOs on social accountability;
  • Facilitate engagements with relevant partners and provide strategic advice and support as may be required.3. Guide the Setup and Scale-up of Social Protection Institutional Structures
  • The Policy prescribes the setup of social protection institutional structures at various levels to ensure effective coordination and oversight of the sector from the national to the decentralized levels.

    In collaboration with the Social Protection Directorate and the Office of the Head of the Local Government Service (OHLGS), the Consultant will be expected to:

  • Guide the OHLGS and the SPD to effectively coordinate the activities of all the relevant stakeholders (GOG, World Bank, UNICEF, EU and CSOs) towards the set up and operationalization of social protection institutional structures in some selected Districts;
  • Facilitate engagement with Coordinating Directors of Municipal, Metropolitan and District Assemblies on their role and responsibilities in the social protection decentralized structure;
  • Document the processes for the setup of social protection institutional structures in selected districts and lessons learnt for scale up.4. Provide Technical Guidance on Inclusive Development
  • This task is to provide support for UNICEF's ongoing Inclusive Development work. UNICEF together with some partners led the Inclusive
  • Development forum last two years which resulted in the formulation of key outcome statements meant to guide policy design for a more equitable nation. UNICEF seeks to leverage and build on its Inclusive Development work through high level engagements with policy makers and relevant stakeholders for continuous support and commitment to this agenda.

    The Consultant will be expected to:

  • In collaboration with the National Development Planning Commission and the Ministry of Planning, develop a roadmap for engagement with high level policy makers after the next
    inclusive growth forum;
  • Support UNICEF, NDPC and the Ministry of Planning to organise policy dialogues with various sectors on specific themes (coming out of the forum);
  • Support the development of outcome statements from the next inclusive growth forum in line with relevant policy provisions.
  • Deliverables and Time Frame for Submission

    The following deliverables are expected:

  • Draft and present a progress report on the Social Protection Policy implementation plan and Transition Agenda. (This will include: review of progress made by all the sectors on the social protection implementation plan (2018 activities) and transition agenda, identify gaps and in collaboration with the stakeholders develop strategies to address the gaps).
  • In collaboration with the SPD, develop guidelines for engaging with sector/agency leads on the implementation plan. This will include the development of templates and tools for collating and reporting on the sector's performance.
  • Facilitate series of engagements with CSO groups on social accountability for social protection delivery in collaboration with UNICEF.
  • Develop training modules and guidelines for CSOs work in social accountability in collaboration with UNICEF and in consultation with relevant CSOs.
  • Develop and finalize the Inclusive Development outcome statements and roadmap for engagement with high level policy makers.
  • Draft and submit report on the series of policy dialogues held with relevant partners and recommendations for next steps.
  • Draft and submit the process document on setup of the initial SP institutional structures and lessons learnt for scale up. This will involve engagements with key stakeholders; EU, World Bank, MoGCSP and the OHLGS.
  • Facilitate engagement with Coordinating Directors on their role in the Social Protection decentralized structure. (this will involve the organisation and facilitation of a workshop with Coordinating Directors across the country in collaboration with the Head of the Local Government Service).

    Payment and Payment Schedule

    The Consultant will be paid professional fees based on the satisfactory submission of the above deliverables. The following payment schedule is proposed:

  • Deliverables 1, 2 & 3: 30%
  • Deliverables 4, & 5: 25%
  • Deliverables 6, 7, 8 & 9: 45%

    Time Frame

  • It is expected that the assignment will be completed within 85 days in an 11. 5 months period.

    Expected Qualifications, Experience, Specialized Knowledge/Skills and Competencies

  • Advanced degree in Social Sciences or any relevant area of study; (A PhD will be an asset);
  • Minimum 15 years of professional and proven experience in working on poverty reduction strategies as well as social protection issues in Ghana;
  • Understanding and experience working with decentralized structures in Ghana is required;
  • Track record of previous engagement with CSOs on social accountability is required;
  • Previous experience in social policy and high level policy advice is required;
  • Previous knowledge of key documents, reports, studies on social protection in Ghana is required;
  • ÂExcellent command of written and spoken English, and outstanding facilitation and coordination skills and experience is required;
  • Strong analytical and networking skills is required;
  • Ability to manage competing demands and interests of different stakeholders is an asset.
