Purpose:

To assess the overall government Monitoring and Evaluation Systems, functionality and use of Devinfo, the process of sector planning and monitoring and how the regional governments link the Monitoring and Evaluation systems in place with implementation and monitoring of the Growth and Transformation Plan.

How can you make a difference?

The specific tasks to be performed in two selected regions (to be confirmed) include but are not limited to the following:

  • Assess the overall government Monitoring and Evaluation Systems
  • Assess the process of sector planning and monitoring and how the regional governments link the Monitoring and Evaluation systems in place with implementation and monitoring of the Growth and Transformation plan
  • Assess the data collection and verification process and identify the methods and systems in place to ensure data quality as well as dissemination of data?
  • What kind of systems are in place to track progress towards the GTP II and SDGs? and how is the sustainability of this systems ensured?
  • Is there dedicated government budget to undertake the above activities (if there is any systems in place)? If yes, what is the value-add of UNICEF support and what would be lost without UNICEF support?
  • Assess the data source of publications like socio economic profiles development booklets, statistical abstract etc, what is the contribution of Devinfo for these publications? for what and how are these sources used?
  • Assess the capacity of government (both technically and financially) to undertake capacity building (training) on Monitoring and Evaluation, Devinfo user and Administrative database, basics of GIS (to utilize Devinfo) and other systems

    Specific to CSA

  • How is UNICEF’s support improving the administrative level data quality issues?
    Can the work on improving the administrative level data quality issues (at sector level) continue without UNICEF support?
  • Assess the achievement of DevInfo at federal and regional levels (BoFED and Sector Bureaus of Health, Water and irrigation, Education, BoWCYA and Agriculture) thus far and UNICEF’s contribution to date
  • Assess whether the Devinfo system exists, is it functional (does the database contains updated data by multiple indicators, multiple year, multiple sectors and disaggregated data)
  • Assess the process of data collection, verification and data quality assurance and dissemination (in relation to Devinfo database), Does Devinfo improve in anyway the process of data collection, verification and ensuring quality and dissemination, Does Devinfo in any way improve the dataflow in the region (from Woreda-zone-region)?
  • Is there dedicated (qualified) staff member managing the tool (qualified) – are there focal person at BoFED/BOP or Sectors
  • Is the system usable (for what purpose, do they use the tool to generate reports and publications? what is the frequency of use of the system to generate the reports (quarterly, bi-annual or annual reports?)
  • What does Devinfo contribute towards data analysis and production of publication documents like development booklets, statistical abstract etc and what is the value- add of these documents?
  • Assess the Demand and Supply (is there a need to have this database? why? Are there other options? is the BoFED capable of putting another similar system in place to track the regional GTP?
  • Assess the government capacity to sustain use of databases to track the GTP and SDGs without UNICEF support? What would be the
    situation without UNICEF’s support?
  • Assess existing or potential options for the regional government to take DevInfo/alternative tools (different from DevInfo) forward
  • Assess the potential support that UNICEF will need to provide.
  • Assess exitance of any other system in place to track the regional GTP and SDG indicators on children? (databases supported by other development partners and/or databases owned by the government itself)
  • If there is a system, what are the methodologies of data collection, data verification and ensuring data quality? Is there a focus on child related data?
  • In the absence of a system, what would be the regional option to collect, verify and ensure data quality?

    Expected Deliverables and Payment Schedule

    Develop a draft (inception report) indicating a work plan and detailed outline on how to assess the situation on the ground for the above listed activities (in the specific tasks)
    20 percent of the payment after deliverable number 1.

    Present draft report
    30 percent of the payment after deliverable number 2.

    Deliver a final document answering all the assessment questions with a summary brief and a PowerPoint presentation of the final findings
    50 percent of the payment after deliverable number 3.

    This work will require travel to the regions.

    To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Statistics or with Information systems and Database Management, Economics, or related social science field.
  • A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of five (5) years of relevant professional experience in the area of Monitoring and Evaluation (Specifically on child-focused socio-economic data collection, analysis, and dissemination; managing automated data systems; performing literature searches and report writing; provision of trainings; and working with national collaborators to implement programmes in these areas.
  • Knowledge of Devinfo technology is a requirement).
  • Developing country work experience and/or familiarity with an emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
