Org. Setting and Reporting

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNISDR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries.

Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNISDR has over 100 staff located in its headquarters in Geneva, Switzerland, and in regional offices.

Specifically, UNISDR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

The position is located in the UNISDR Regional Office for Africa in Nairobi. The incumbent reports to the Deputy Head of the Regional Office.

Responsibilities

  • Acts as the focal point for partnerships with non-governmental organizations, private sector, civil society and community-based organizations, Parliamentarians, the science and technology community, sub-regional inter-governmental organizations and other stakeholder groups in the region and collaborates closely with the Partnerships, Intergovernmental processes and Inter-agency cooperation Branch in Geneva and External Relations Officer in the regional office. Works with key clients to facilitate the design, implementation and evaluation of UNISDR Partnership Engagement Strategy, reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. Suggests improvements of the Partnership Strategy based on the regional context for the review by the Deputy Chief of Office and the Partnerships, Intergovernmental processes and Inter-agency cooperation Branch in Geneva.
  • Develops and maintains partner structures, groups and registries in the region, in line with the overall Partnership Engagement Strategy. Maps UNISDR’s past and current engagements with stakeholder groups in the region and defines potential partnerships and value propositions. Follows-up and monitors the voluntary commitments made by the stakeholder groups in the region, in close liaison with the global focal point for voluntary commitments for the Sendai Framework.
  • Supports engagement of partners at the regional and national level, in line with the overall UNISDR Partnership Engagement Strategy; collaborates closely with partnership focal points in other regional offices to ensure coherence and information exchange. Works with key clients to facilitate the design, implementation and evaluation of UNISDR Partnership Engagement Strategy, reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Promotes partnerships with United Nations entities and other stakeholders to ensure that disaster risk reduction is mainstreamed in UNDAF Results frameworks, national strategies as well as other relevant frameworks; in this regard, supports UNDAF-related working groups, national disaster risk reduction strategy development processes and/or task forces to promote disaster risk reduction for resilience in the Africa region;
  • Carries out research on selected aspects of programmes, operations and other activities, etc., by collecting, analyzing and presenting data and other information gathered from diverse sources. Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions. Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc. Ensures regular information exchange with the Partnerships, Intergovernmental processes and Inter-agency cooperation Branch in Geneva, UNISDR partnerships focal points in other regions and with Global Education and Training Institute (GETI) located in Incheon.
  • Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in
    and makes presentations on assigned topics/activities. Provides administrative and substantive support to workshops and other meetings, conferences, etc., including the drafting of meeting documents, proposing agenda topics, identifying and inviting participants, preparation of background documents and presentations, handling logistics, etc.
  • Participates in field missions. Contributes to activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

    Education

  • A Master’s degree in business or public administration, political science, international relations, development, social and environmental sciences, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of two years of progressively responsible experience in project/programme management, partnerships, sustainable development or related area is required.
  • Experience working in the private sector or civil society organizations is desirable.
  • Experience working in international organizations such as the United Nations is desirable. Experience in promoting disaster risk reduction with a wide array of partners in Africa is desirable. Experience in mainstreaming disaster risk reduction in the context of the United Nations Development Assistance Framework (UNDAF) is desirable.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

    Assessment
