The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.

The Land and GLTN Unit, located within the Urban Legislation, Land and Governance (ULLG) Branch of UN-Habitat, has the mandate to develop, test and disseminate pro-poor and gender responsive approaches in regard to rural and urban land, innovative residential tenures, affordable land management/administration systems, and land related regulatory/legal frameworks and tools.

Responsibilities:


  • Support the development of project monitoring system to manage and track project activities for the improvement of tenure security in informal settlements in Mashimoni (Nairobi) and Kwa Bulo and Mnazi moja in Mombasa County, Ministry of Lands, Physical Planning and Urban Areas Management of the Turkana County Government ensuring delivery of outputs by local partners in compliance with signed agreements;
  • Assist with the oversight of the performance of logistical and administrative tasks related to planning and delivery of project activities;
  • Monitor and analyse specific aspects of programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and recommends corrective actions; liaise with relevant parties.; identifies and tracks follow-up actions.
  • Work with government and other key partners in Kenya to facilitate the implementation of GLTN’s country level work.
  • Ensure that cooperation partners submit technical and financial statements in appropriate formats and undertake initial review of submitted audit statements for any observations/qualified opinion requiring follow up action
  • Support the Progamme Manager with carrying out checks on selected operational aspects of the work of the programme in Kenya such as verifying supporting documents submitted by implementing partners in relation to payments made for activities completed as well as undertaking site visits, collecting, analysing and presenting data to the programme managers.
  • Provide administrative and substantive support in the achievement of programme and project results by facilitating operational aspects of project inputs and under national execution in terms of drafting terms of reference for field personnel, review and editing of Agreement of Cooperation.
  • Assist with the review, appraisal and revision, as necessary, of submission for substantive programme/projects, ensuring compliance with mandates, guidelines and programme/project objectives and Result Based Management principles in relation to the UN-Habitat PAAS and Work Programme Logframe.
  • Ensure the strategic and efficient management of
    office and programme financial resources through planning and tracking of available resources, exercising appropriate financial controls in the field operations;
  • Provide technical inputs and support to all related capacity development initiatives such as learning events, orientation-workshops and training including design preparation, training execution and documentation related to the programme.
  • Support the implementation of the Kenya country level operations by ensuring adherence to policies and established procedures by reviewing and making recommendations on the internal control systems and procedures.
  • Contribute to the over-all planning, monitoring, reporting and evaluation of project activities.
  • Development of context – relevant tools enabling the programme managers to effectively and professionally monitor and report on project and programmes.
  • Facilitate and support the regular maintenance of the asset register and inventory and procurement of equipment requirement for the projects.
  • Perform other duties as required in support of the field operations in Kenya.

    Requirements:

  • A first-level university degree in Business Administration, Finance, Project Management, or related field, is required. An advanced university degree (Masters) in one of these areas would be an asset.
  • A minimum of two (2) years of progressively responsible experience in Programme Management, Technical Cooperation and Administration of Projects at the local level or related area is required. Experience of work in Kenya and in collaborating with government officials, as well as with other partners is required.
  • Working experience in an international organisation/NGO - within multi-cultural international institutions is highly desirable.
  • English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and Kiswahili/Swahili (both oral and written) is required.
  • Knowledge of other local languages of Kenya would be an asset, especially for liaising with Government officials.
  • Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
