Org. Setting and Reporting

The position is located in the Urban Basic Service Section of the Urban Practices Branch (UPB) with the Global Solutions Division in Nairobi. The Global Solutions Division (GSD) is responsible for providing programmatic direction for UN-Habitat and is responsible and accountable for the programmatic delivery of the Strategic Plan.

The Division leads the tools and methodology production and the integration of the various substantive competencies towards effective delivery of the Strategic Plan and the mandate of UN-Habitat. It provides substantive training to staff members and supports capacity development of Member States and partners.

The Urban Practices Branch (UPB) is the tools and methodology production and skills centre of the UN-Habitat, that develops normative guidance and cutting-edge tools through communities of urban practice. It provides technical and policy advice approaches and methodologies to MCOs/CO, government and partners and mainstreams them throughout the programme portfolio.

It also ensures that the cross-cutting area of safety and the social inclusion issues of human rights; gender; children, youth and older persons; and disability are developed and mainstreamed across the Agency.

The Urban Basic Services Section aims to develop and implement pro-poor policies, norms, guidelines, standards, regulatory frameworks and operating procedures, for expanding access to urban basic services and improve the standard of living of the urban poor, with a focus on Water and Sanitation.

The focus of the position is on urban mobility and transport. Under the overall supervision of the Chief of the Urban Basic Services Section the position reports to the Programme Management Officer: Human Settlements Urban Basic Services Urban Mobility in the Urban Basic Services Section.

Responsibilities

Within delegated authority, the Associate Programme Officer will be responsible for the following duties:

• Works with key clients to facilitate the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes specific aspects of programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.

• Carries out basic research on selected aspects of programmes, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources.

• Provides substantive support for policy coordination and evaluation functions, including the review and analysis of emerging issues and trends, participation in evaluations or research activities and studies.

• Assists in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.

• Participates in survey initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets responses, identifies problems/issues and prepares preliminary conclusions.

• Contributes to the preparation of various written outputs, e.g., toolkits, technical guides and publications, draft background papers, analytical notes, sections of reports and studies etc.

• Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc.

• Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities.

• Participates in field missions, including provision of substantive and administrative support, data collection, etc.

• Coordinates activities
related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (pledging, work programme, programme budget, etc.).

• Performs other duties as required.

Work implies frequent interaction with the following:

  • Counterparts, officers and technical staff within the organisation including in the regional, multi-country and country offices; relevant Secretariat units and in UN funds, programs and other UN specialized agencies.

  • Officials and technical staff in national and sub-national governments, international organizations, consultants and Non-Governmental Organisations

    Results Expected:

  • Successful contribution to the development, implementation and evaluation of assigned programme/projects in the Urban Basic Service Section focused on Urban Mobility.

  • Development and vetting of norms and guidelines, tools and methodologies, within the remit of the section ensuring consistency and coherence of approaches across the agency and ensuring that UN-Habitat builds a reputation as a centre of excellence for sustainable urbanization.

  • Provides well researched and sound analysis of issues and developments affecting programme/project development, administration and implementation, etc.

  • Provides thorough, well reasoned written contributions.

  • Effectively, and in a timely manner, liaises and interacts with colleagues and concerned parties internally and externally. Contributes to resource mobilization efforts.

    Education

  • Advanced university degree (Master’s degree or equivalent) in Transport Engineering or Planning.

  • A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience

  • A minimum of 2 years experience working in an international organization in transport policy and planning is required.

  • Experience working in a multicultural environment and establishing working partnerships with a diverse range of stakeholders is desirable.

  • Experience in design and implementation of urban mobility projects is desirable.

  • Progressively responsible for coordinating and managing activities related to urban mobility / road safety projects is desirable.

    Languages

  • Fluency in English (both oral and written), one of the working languages of the UN Secretariat, is required; knowledge of French, the other working language is desirable.

  • Knowledge of another UN official language is an advantage.
