UKaid Call for Proposals - Sustainable Urban Economic Development Programme


Background SUED is a 60 million, five-year programme supported by the British Government through the Department for International Development (DFID).

The programme aims to support up to 10 fast growing municipalities to develop sustainable urban economic plans and attract investment for critical infrastructure and high potential value chain projects.

Programme Objectives SUED's main objectives are to:

  • Strengthen capacity at municipality level to plan better for urbanisation.
  • Support policy and legislative changes to enable greater private sector led growth.
  • Raise investment for critical bankable, climate-resilient infrastructure and value chain projects.
  • Develop and test capacity at municipality level to maintain key activities after the programme ends.
  • Create climate-resilient jobs.
  • Improve rural links with larger markets that were previously difficult to access.
  • Poise municipalities for climate-resilient and sustainable growth.

    Programme Benefits SUED will provide the following support for the selected municipalities:

  • Urban Economic Planners to help develop integrated and sustainable plans to spur inclusive growth hubs of the future.
  • Investment Climate Advisers to help remove policy and regulatory constraints to private sector led urban growth.
  • Investment Experts to help develop and implement investment promotion strategies to draw in investment (including PPPs) to fund commercially bankable climate-resilient infrastructure and value chain projects identified in their urban economic plans.
  • Other Capacity Building Specialists to support priorities identified in the urban economic plans and, enhance their capacity to continue managing increased activity even after the project ends.
  • Seed grant funding for infrastructure development and value chain projects. This Call for Proposal seeks applications from the County Governments proposing municipalities in their regions to benefit from SUED's technical assistance in improved urban economic planning and creation of strategic business environments.

  • Interested applicants may collect the complete Call for Proposal documents from the Coffey Office, Council of
    Governors secretariat or Ministry of Transport and Urban Development offices. Applicants may also send an email request to suedcfp@coffey.com or download the complete set of documents from our website under Call for Proposal.

    Submission of Applications Applicants are required to submit the following information:

  • A commitment letter from the County.
  • Complete application form and required supporting documentation.
  • Other documents (if necessary) may be requested at a later date.
  • Application should be submitted in hard copy to

  • Applications and all supporting documentation must be submitted no later than 5.00 PM (local time) on 10th December 2018. Additional Critical Information: Please submit all question or requests for clarifications concerning this CfP to the attention of the SUED programme team via email to suedcfp@coffey.comThe deadline for submitting questions or requests for clarifications is 26th November, 2018 (5.00 PM). Kindly note that while the SUED team will respond directly to queries,all responses will be consolidated and publicly shared on the SUED website by the 30th November 2018. There will be an application debriefing session for all interested applicants on Monday 3rd December 2018.The time and location will be shared on the programme website by 23rd November 2018.
