  • Since March 2020, when COVID-19 outbreak was confirmed in Uganda, Uganda Red Cross Society (URCS) has been supporting prevention and response efforts in the key pillars of risk communication & social mobilization; and surveillance including community based surveillance and screening at border points of entry in the districts of Kampala, Wakiso, Amuru, Busia, Malaba, Rakai, Kasese, Kisoro, Bundibugyo and Ntoroko among others.

  • In a bid to strengthen the COVID-19 operations, URCS is seeking a Health Manager to be based at the headquarters in Kampala and supervise the implementation of activities

    Job Purpose

    The purpose of this position, Health Manager_COVID-19 Operations, is to:

  • Support the Director Health and Social Services in the development of proposals, budgets and work plans

  • Monitor and Supervise the implementation of the COVID-19 preparedness and response in the districts/branches;

  • Coordinate and link program implementation between the districts, branches and headquarters line departments.

  • To represent URCS at coordination meetings at the national level and occasionally at the district levels and build collaboration and partnerships with other organisations.

  • To manage the performance of staff in the operation.

    Key Responsibilities:

  • Participate in concept/proposal writing, develop and monitor budgets and work plans.

  • Regularly attend coordination meetings at the national and/or district levels

  • Supervise the Implementation of COVID-19 preparedness and response in the districts of implementation in line with program work plans and budgets.

  • Ensure that standard operating procedures (SOPs) and protocols are adhered to by URCS volunteers and staff in the COVID-19 operations.

  • Provide technical support to build capacity of URCS program staff, branch managers and volunteers in effective program implementation.

  • Support the branch and communities in emergency preparedness initiatives and contingency planning to respond to epidemic outbreaks;

  • Prepare periodic activity reports- weekly, monthly, quarterly in line with program work plan and donor requirements;

  • Oversee the management of volunteers in the program to ensure they are effectively engaged and well facilitated.

  • Perform any other duties assigned to you, as may be
    required by the line supervisor/s.

    Education Qualifications

  • A Minimum of University degree in health sciences (Medicine, Nursing, public/community health) or a related field from a recognized institution;

  • Post Graduate qualification in Public Health will be an added advantage.

    Working Experience

  • Minimum 4 years related experience in Public Health Programming and Coordination;

  • Experience in Public Health Emergency Response in particular response to infectious disease outbreaks will be an added advantage;

  • Working experience at field level with a recognized Organization with expertise in health and emergencies response;

  • Experience in implementation of projects in multi-donor and multi-stakeholder environment;

  • Experience working with Ministry of Health and UN agencies;

    Essential Knowledge

  • Demonstrated knowledge, competency and professional skills in the public health aspects of infectious disease surveillance, prevention and control; and epidemic preparedness and response.

    Essential Skills

  • Excellent spoken and written English communication skills; ability to compile and assimilate content in short time frames;

  • Proven project management skills, particularly around assessing priorities and managing workloads;

  • Ability to work across different actors, cultural contexts, technical areas and bridge silos within the organization and with external partners;

  • A proactive approach to work, the ability to handle multiple tasks and to maintain a high quality standard when working under time pressure;
