Job Summary:

  • The Project Officer is responsible for ensuring that project activities are effectively implemented.

  • S/he will also be involved in designing strategies, coordinating stakeholders and implementation of activities as well as contributing to organizationwide learning.

  • The Project officer will work in collaboration with the other team members to strengthen the technical and institutional capacity of FBOs/CBOs/PNFPs to complement the existing efforts by GOU, Development Partners, Civil Society and other stakeholders to attain and sustain epidemic control in Uganda by 2020 and Beyond

    Duties and responsibilities

    Specifically, the Project Officer will:

  • Strengthen Coordination within Faith Networks, Medical Bureaus, Regional Partners and Districts

  • Support Increased high impact Community based interventions for case finding and linkages

  • Increased evidence based HIV Prevention interventions to reduce the risk of acquiring and transmitting HIV Infection

  • Keep abreast of developments in HIV programming and progress in order to advise and recommend tools and strategies to increase project performances and results.

  • Develop strategies to engage faith leaders, individuals and communities to promote access to health services by the children, women and men living with HIV who are not yet on antiretroviral therapy.

  • Develop and manage project plans, and reviewing the plans regularly to ensure tasks and milestones are being achieved in a timely manner.

  • Take responsibility for leading technical team members to modify and monitor key performance indicators, report and record progress of activities and ensuring that agreed deliverables are met.

  • Manage the preparation of project documents, work plans and reports.

  • Coordinate the review and analysis of project reports to identify and act on potential bottlenecks in project implementation and to enhance quality of
    implementation and reporting.

  • Actively participate in provision of advice on strategic direction and issues pertaining to the improvement of the project.

  • Represent or ensure that the project is presented in technical meetings and various activities with various partners and stakeholders.

  • Provide appropriate and facilitative administrative follow-up actions to ensure
    effective implementation of project strategies.

  • In collaboration with Management, establish and maintain effective working relationships
    with internal and external stakeholders.

  • Proactively maintain a current awareness of the project activities and status.

  • Support other staff to observe and adhere to procedures, implement project scope of work project plans, and ensure quality of project activities.

  • Promote strengthened understanding and capacities within project by specifically
    identifying skills and capacity needs within the project and organize for interventions to address these gaps.

  • Actively seek to identify and mobilize resources for expansion of the Project

  • Any other duties as may be assigned by the Project Manager in consultation with the Project director/PI/ED.

    Education, Key Competencies and Experience:

  • A bachelor’s degree in a, Community health, Public ‘health, health management, Nursing, social sciences or social works and social administration,.

  • A minimum of four years’ experience in providing HIV prevention services, particularly to religious leaders. Experience gained through serving within a
    Government institution or NGO with proven ability to coordinate activities of different stakeholders at district and or sub national level.

  • Hands-on knowledge and skills in designing, planning, implementing and monitoring
    community activities for HIV prevention for PMTCT,

  • Previous experience in implementing and applying Quality improvement approaches and providing training to service providers and stakeholders.

  • Good interpersonal, organizational and written / verbal communication skills.

  • Willingness to travel within the supported districts.
