Role Definition

  • The Cost Estimator will assist the Cost Estimation Specialist in ensuring that the cost estimation methods used in determining the design and construction costs are in line with the industrial accepted standards.

  • The Estimator will also be responsible for caring out unit rate analysis for all construction items using best cost element of labor, material, equipment, overheads, risks and profit.

  • In addition, the Estimator will be responsible for preparing cost comparisons of both unit rates and per kilometer costs with similar on-going road and bridges development and maintenance projects both in Uganda and within the region.

    Key Results Areas

  • Updating templates for unit rate analysis and cost estimates;

  • Updating and implement systems to monitor all costs associated with design, construction and maintenance of roads and bridges in line with UNRA Annual Statutory performance agreement;

  • Participate in preparation of tender and contract documents in line with UNRA standards and Annual Statutory performance agreement;

  • Prepare and analyze costs for bids in line with UNRA Directorate Work Plan;

  • Undertaking market re-assessment of bid prices in line with UNRA Annual Statutory performance agreement;

  • Implement cost optimization procedures for value for money analysis in line
    with UNRA Annual Statutory performance agreement;

  • Managing risks in the cost estimation activities.

    Qualifications

  • An honors degree in Quantity Surveying, Construction Management, Engineering or related field;

  • A postgraduate qualification in a related field will be an added advantage;

  • Membership to a professional body is an added advantage;

  • Computer literacy is a must.

    Experience

  • A minimum of 3 years’ experience in construction cost estimation;

  • High level of computer skills and experience in the use of database management, spreadsheets, word processing, scheduling and computer based estimating tools.

    Character

  • High level of integrity;

  • Proven track record of outstanding performance;

  • Excellent interpersonal, particularly staff/management relations;

  • Excellent oral and written communication skills.
